    _This role plays a pivotal leadership and coordination function in managing the systems account budget and related operations of the Department of Children, Youth, and Families. Serving as a strategic advisor to the Assistant Commissioners, the Chief Finance Officer and the Budget Administration and Operations Manager, the position ensures sound fiscal stewardship by providing expert-level financial analysis, oversight, and policy guidance. Key responsibilities include overseeing systems account budgeting and fiscal control policies that span the entire agency, developing and evaluating spending plans, processing and approving personnel transactions, and forecasting budget needs across the agency in the systems fund. This position leads collaborative problem-solving with administration budget teams to identify challenges and implement effective solutions, ensuring that systems resources are aligned with agency priorities._

     

    _As a trusted advisor to senior leadership, the position engages in high-level discussions involving sensitive personnel and policy decisions, requiring both discretion and strategic insight. The role demands technical expertise, strong project management skills, and a proactive approach to maintaining efficient, effective, and accountable systems fund financial operations agency-wide._

    Responsibilities include:

    + Lead in the development of systems budgets that align with DCYF’s mission to advance equitable outcomes for children, youth, and families through transformative, partnership-driven policies, programs, and practices.

    + Lead the forecasting and budget monitoring for the systems fund to provide all levels of decision makers with helpful financial information.

    + Act as liaison to Financial Operations Division (FOD) and Budget Administration Division (BAD) for the systems fund.Serve as the initial point of contact for financial related systems fund questions and see the request through to completion.

    + Evaluate financial and program performance with the goal of providing data driven information for future funding decisions. This includes evaluating financial processes to ensure the Budget Administration and Operations Team is changing processes that are not effective.

    Minimum Qualifications

    Four (4) years of experience working in governmental budget and fiscal management. Applicants who meet the experience requirements will be further evaluated based on the following during the interview process:

     

    + Experience in complex technical budgeting, including reporting and forecasting using statistical techniques and governmental fund accounting.

    + Advanced skills in financial analysis and data visualization using Microsoft Excel, including proficiency with PivotTables, PivotCharts, advanced formula functions, and data visualization experience.

    + Experience using a variety of financial systems

    + Effective communications and human relations skills to project manage and work collaboratively with internal and external groups and all levels of leadership; problem-solving skills for resolving technical matters; and the ability to develop ongoing relationships

    + Ability to proactively research, organize, analyze, execute, and evaluate financial data and summarize information so others can understand.

    + Apply complex quantitative analysis to administrative data to assess impacts of program policy changes on budget forecasts

    Preferred Qualifications

    + Master’s in finance, accounting, public administration or related degree

    + Experience with advising leaders on budgetary and/or financial information.

    + Knowledge of state and federal government funding processes, including relevant fiscal policies, rules, and procedures—particularly those related to grants, contracts, and procurement.

    + Data analysis and data management experience sufficient to identify and report information that is critical to program issues, make recommendations and/or decision-making.

    + Variety of experiences working effectively with others from different backgrounds and cultures.
