Summary Description:
The Manager, Public Safety, is responsible for the daily management, supervision, and coordination of security and public safety operations across assigned hospital campuses and associated facilities within the health system. This position helps provide a safe and secure environment for patients, visitors, and staff through effective leadership, policy implementation, and collaboration with clinical, administrative, and law enforcement partners.
The Public Safety Manager oversees staffing, training, compliance, and operational performance in alignment with the organization’s mission, regulatory standards, and industry best practices.
Job Requirements:
1. Leadership & Operations Management
• Manage and direct day-to-day operations of the Public Safety Department for assigned facilities, including scheduling, staffing, and supervision of officers and supervisors.
• Develop and implement campus-specific security post orders, policies, patrol routines, and emergency response procedures.
• Monitor and evaluate staff performance, ensuring professional conduct, accountability, and adherence to department standards.
• Coordinate with other hospital departments, local law enforcement, and external agencies to ensure effective communication and support during security-related events.
2. Safety, Compliance & Policy Administration
• Manage compliance with Joint Commission (TJC), Centers for Medicare & Medicaid Services (CMS), and Occupational Safety and Health Administration (OSHA) requirements related to security and the Physical Environment.
• Participate in Environment of Care rounds, security vulnerability assessments, hospital safety and workplace violence committees.
• Develop, review, and update security policies and procedures to align with system standards and best practices.
• Manage compliance with access control, identification, visitor management, and workplace violence prevention policies.
3. Incident Response & Investigation
• Direct response and management of major security incidents, emergencies, and potential threats.
• In coordination with the health system investigator, oversee investigations into incidents such as theft, workplace violence, and policy violations; ensure accurate documentation and follow-up.
• Maintain and analyze incident data and trends to identify vulnerabilities and recommend mitigation strategies.
4. Training & Development
• Ensure ongoing professional development and training for all Public Safety personnel, including de-escalation, crisis intervention, and emergency procedures.
• Support certification programs such as IAHSS and internal leadership development initiatives.
• Conduct or coordinate drills and tabletop exercises in collaboration with Emergency Management.
5. Technology & Program Support
• In coordination with the Physical Security Coordinator, oversee the use and maintenance of security technology systems including CCTV, access control, alarms, and communications.
• Collaborate with Facilities, IT, and vendors to enhance physical and electronic security measures.
• Support system-level security projects and integration of new technologies.
6. Budget & Resource Management
• Assist in developing and managing the department’s operating budget, including labor, equipment, and capital needs.
• Monitor overtime, equipment maintenance, and vendor contracts to ensure effective and efficient operations.
Required Qualifications:
**If employed at Baystate Medical Center:** Massachusetts POST-Certified Police Officer meeting MPTC Training Council Requirements.
• IAHSS Certified Healthcare Security Supervisor (CHSS) or Certified Healthcare Protection Administrator (CHPA) or ability to obtain within 6 months of hire.
• Valid driver’s license and acceptable driving record.
• Basic Life Support (BLS) certification ( or ability to obtain within 6 months of hire).
• CPI certification (or ability to obtain within 6 months of hire).

Education:
Required: Bachelor's Degree in criminal justice, security management, or related field
Required Experience:
Minimum of 5–7 years of progressive experience in security or law enforcement, including at least 3 years in a supervisory or management role, preferably in a healthcare environment.
Strong working knowledge of healthcare safety, security, and regulatory compliance standards.
Preferred Experience:
Experience with access control, video management, and incident reporting systems.
Familiarity with emergency preparedness, risk management, and workplace violence prevention programs.
