The Idaho Division of Human Resources (DHR) is seeking an innovative and forward-thinking Statewide Facilitated Training Program Manager to lead Idaho’s comprehensive statewide facilitated learning and development program. This role drives the full lifecycle of statewide training: design, delivery, supervision, technology alignment, and continuous improvement, with targeted goals to strengthen leadership skills, ensure compliance, and support workforce development across state of Idaho agencies.
The Program Manager also leads a team of three Training Specialists, providing direction, coaching, and oversight to ensure high-quality delivery. Together, this team is responsible for administering the statewide facilitated training programs, including managing the Certified Public Manager® (CPM) program.
This position requires a strategic leader who can modernize learning using the latest tools and technologies, including AI, while ensuring programs meet statewide standards, legal requirements, and the evolving needs of Idaho’s workforce.
Key Responsibilities
• Lead, manage, and improve statewide facilitated learning and development programs.
• Lead the creation, design, and continuous development of statewide curriculum, determining when to build internally or procure external training solutions.
• Oversee all aspects of the Certified Public Manager® (CPM) program, including accreditation, curriculum, logistics, instructor coordination, and evaluation.
• Apply technology, including AI, to enhance curriculum development, streamline processes, and improve the learner experience.
• Work with the LMS Program Manager to maintain accurate training records and ensure consistency between OnDemand and instructor-led content.
• Manage the statewide training budget, contracts, and interagency billing.
• Ensure all training programs comply with federal, state, and agency requirements.
• Supervise and support a team of three Training Specialists to ensure consistent statewide delivery.
• Partner with agency leadership and HR Operations to identify training needs, support requests, and coordinate statewide offerings.
• Prepare data-driven reports for leadership and use evaluation results to improve curriculum and delivery methods.
Minimum Qualifications:
Considerable knowledge of:
• Learning theory
• Organizational behavior.
Good knowledge of:
• Management practices.
Experience:
• Performing needs assessments, developing training objectives, designing and developing coursework and evaluating the course
• Facilitating learning and development to adult groups in structured learning situations
• Using a variety of training and facilitation methods.
