    The Commission on Aging (ICOA) plans, implements, and evaluates a network of services to facilitate older Idahoans to live safe, healthy, and self-directed lives in their communities of choice.     Summary:

    To monitor subgrantees, grantees, or contractors for quality of service delivery and compliance with grant or contract agreements and regulations; provide technical assistance; perform related work.

    Job Responsibilities:

    Subgrantee evaluation/grantee/contractor compliance

     

    + Reviews, evaluates and approves subgrantees' or contractors' applications, reports and agreements for accuracy and compliance with state and federal laws and regulations

    + Monitors and measures subgrantees' or contractors' progress towards goals and timetables

    + Analyzes and generates financial reports to determine if expenditures are in compliance with grant or contract guidelines and financial requirements

    + Reviews payment requests or expenditures and recommends approval/denial

    + Conducts interviews with subgrantees or contractors to determine compliance and identify problems

    + Determines program deficiencies and recommends and negotiates corrective action

    + Recommends termination, suspension or repayment of funds

    + Gathers and compiles information for grantees' or contractors' state plans, applications and reports

    + Ensures grantees' or contractors' program recommendations and reports are accessible, accurate and complete

    + Develops written and statistical reports

    + May conduct on-site visits to determine compliance of service delivery

     

    Technical assistance

     

    + Provides technical assistance on fiscal and program management, interpretation of program guidelines and regulations, and changes in federal and state policies, laws and regulations

    + Responds to inquiries regarding grant or contract availability, requirements and guidelines

    + Writes and revises grant or contract manual and forms including procurement related documents

    + Conducts and/or arranges training for potential and current subgrantees or contractors

    Minimum Qualifications:

    Some knowledge of:

    + Grant or contract administration

     

    Typically gained by the successful completion of at least two (2) college courses or equivalent training related to accounting, grant and/or contract administration, or upper-level technical writing; OR at least one (1) year of work experience developing and monitoring grant budgets, scope of work, timetables, reporting requirements. Work experience should include reviewing reports, expenditures and budget information, and compiling performance data.

     

    + Bookkeeping

     

    Typically gained by the successful completion of at least two (2) college courses or equivalent training related to accounting or finance; OR at least one (1) year of work experience performing routine accounting or finance related functions such as making routine debit and credit transactions, completing financial worksheets, and developing reports.

    Experience:

    + Interpreting, applying and explaining laws and regulations

     

    Typically gained by at least one (1) year of work experience where explaining to others how laws, policies, or procedures apply to specific situations was a regular part of the job.

     

    + Interpreting narrative or demographic or statistical reports to ensure compliance with laws, regulations or requirements

     

    Typically gained by at least one (1) year of work experience where the above duty was a regular part of the job.

     

    + Collecting, organizing and evaluating data and writing a narrative report of findings

     

    Typically gained by at least one (1) year of work experience where the above duty was a regular part of the job.
