Summary:
The Idaho State Police Alcohol Beverage Control (ABC) is recruiting to fill a Technical Records Specialist 2 (TRSII) position in our Alcohol Beverage Control Bureau in Meridian, Idaho. This position oversees the daily functions of authorization of retail and wholesale alcohol licenses. They will provide guidance to internal and external customers regarding business rules and how they relate to the licensing program policies and procedures.

Job Responsibilities:
The Technical Records Specialist 2 (TRSII) for the Idaho State Police Alcohol Beverage Control (ABC) unit provides advanced administrative, technical, and regulatory support to ensure accurate licensing, compliance, and records management functions within Idaho’s alcohol beverage regulatory system. This position plays a critical role in processing applications, maintaining statutory and administrative compliance, coordinating with law enforcement and industry stakeholders, and supporting ABC operations in accordance with Idaho Code Title 23 and ISP policies.
The TRSII serves as a key point of contact for the public, licensees, attorneys, local government officials, and industry representatives, requiring a high level of professionalism, attention to detail, and knowledge of alcohol licensing procedures.
Key Responsibilities:
Licensing & Records Management
+ Process, review, and verify alcohol beverage license applications, renewals, transfers, permits, and related documents for completeness and statutory compliance.
+ Maintain accurate electronic and physical records in accordance with Idaho public records laws and ISP retention schedules.
+ Enter, audit, and update licensing data in ABC information systems; identify and correct inconsistencies.
+ Track license status, deadlines, and statutory timeframes; generate reports and correspondence as needed.
Regulatory Compliance Support
+ Interpret and apply relevant sections of Idaho Code, administrative rules, and agency policies related to the manufacturing, distribution, sale, and service of alcohol.
+ Identify incomplete or non-compliant applications and communicate required corrections or next steps to applicants and stakeholders.
+ Assist ABC Detectives and management with research, background information, and documentation related to licensing decisions and enforcement actions.
Public, Industry, & Stakeholder Interaction
+ Serve as a primary customer service contact for ABC; respond to inquiries from licensees, the public, local governments, industry associations, and law enforcement agencies.
+ Provide clear guidance on licensing requirements, statutory obligations, timelines, and ABC procedures.
+ Work collaboratively with stakeholders to resolve complex application issues, ensuring adherence to legal and administrative requirements while maintaining a high level of service.
Operational & Administrative Duties
+ Support ABC management with scheduling, correspondence, data analysis, statistical reporting, and project coordination.
+ Assist with process improvement initiatives, system upgrades, and workflow optimization.
+ Prepare official letters, notices, and summaries related to licensing activity and regulatory matters.
+ Ensure confidentiality and accuracy in handling sensitive and protected records.
Required Competencies & Skills
+ Strong knowledge of administrative procedures, records management, and data entry best practices.
+ Ability to interpret and apply laws, rules, and policies, particularly Idaho Code Title 23.
+ Excellent written and verbal communication skills with the ability to explain complex requirements clearly.
+ Strong organizational skills; ability to manage multiple cases, deadlines, and priorities simultaneously.
+ Proficiency with computers, licensing databases, document management systems, and email correspondence.
+ Ability to work independently and as part of a team while maintaining a professional and respectful work environment.
Preferred Qualifications
+ Experience in licensing, regulatory compliance, law enforcement administration, or government records management.
+ Familiarity with alcohol beverage laws, licensing processes, or similar regulatory frameworks.
+ Experience handling confidential information and working with the public in a high-volume environment.
Working Conditions
+ Office environment with frequent interaction with the public and stakeholders.
+ Occasional need to research records, compile reports, or support field officers with documentation.
+ Work requires confidentiality, accuracy, and adherence to law enforcement standards and ISP policies.
