The Idaho State Police (ISP) has an opening for a SAKI Investigator. This position is located within the Meridian ISP Forensic Services Bureau and will report to the ISPFS Laboratory System Director and SAKI Site Coordinator.

This is a full-time state limited-service position supported by Bureau of Justice Assistance Sexual Assault Kit Initiative (SAKI) grant funding that is anticipated for three-years in duration. ISPFS intends to apply for additional grant funding in support of these positions. Salary Range is $30.94 to $51.92 and includes a competitive benefits package.
Description:
The position of Investigator with the Idaho State Police Forensic Services (ISPFS) Sexual Assault Kit Initiative (SAKI) team requires a self-motivated individual to provide law enforcement investigative support for the SAKI program. The Investigator will use their expertise to assist the SAKI team in working with law enforcement agencies throughout Idaho to develop new leads and work to assist these agencies in unsolved homicide, missing persons, unidentified human remains, and sexual assault cases. The Investigator may also be involved in researching, locating, and obtaining cooperation from individuals who “lawfully owe” DNA under Idaho Code.
Example of duties for the SAKI Investigator:
+ Perform outreach with law enforcement agencies across Idaho to identify cases that could benefit from advanced forensic testing such as Forensic Investigative Genetic Genealogy (FIGG) and qualify for SAKI grant funding
+ Provide investigative case support and expertise for cases such as homicide, sexual assault, missing persons, and unidentified human remains (UHRs) with suspicious circumstances
+ Provide investigative case support for Lawfully Owed DNA collection efforts
+ Prepare written reports in the ISP laboratory information management system, ISP records management system, and to the SAKI team leadership documenting investigative efforts in “agency assist” cases
+ Assume responsibility for working with Idaho law enforcement agencies on cases needing advanced DNA methods such as FIGG
+ Collaborate with the SAKI Team Intelligence Analyst, SAKI Team Designated Lab Official (DLO), and SAKI PA4 and PA6 Site Coordinator to develop new leads, follow-up on leads developed, and obtain surreptitious and warrant DNA samples
+ General data entry requirements

Training:
+ Complete any required training mandated by the ISP or ISPFS for employees
+ Attendance and graduation from an accredited law enforcement academy
+ Stay educated on new techniques for investigating cold cases
+ Attendance and graduation from an accredited law enforcement academy
+ Attend at least one training course or conference per year regarding FIGG and/or Cold Case Investigations
+ Provide training to law enforcement related to FIGG, new forensic tools, and investigating cold cases
+ Law enforcement training: Idaho State POST certification or graduation/certification from an accredited law enforcement academy

Communication/courtroom testimony:
+ Report to the ISPFS Laboratory System Director and the SAKI PA4, and PA6 Site Coordinators
+ Respond to requests for information or support from law enforcement agencies related to SAKI purposes
+ Research and compile reports, statements, and documentation
+ Contact and interview others to obtain critical information
+ Conduct liaison with Idaho law enforcement agencies as directed by SAKI leadership to identify and collaborate on their cold case investigations that qualify under the SAKI grant
+ Disseminate intelligence information as directed by SAKI leadership to Federal, State, and local law enforcement agencies
+ May be called to testify in court or administrative hearings
Administrative Duties:
+ Respond to supervisors, technical leaders and headquarters staff for review and planning of programs, policies, manuals, and quality audits
+ Provide weekly reports regarding current and ongoing SAKI supported investigations
+ Create goals, objectives, and employee development plan
Minimum qualifications:
Education:
+ Some knowledge of training methods:
Typically met by attending a class or college course within this focus area, or performing these tasks for six months on the job
Experience:
+ Some knowledge of conducting administrative and/or criminal investigations, conducting interviews, gathering evidence, analyzing facts, and preparing investigative reports

+ Current Peace Officers Standards & Training (POST) Certification from Idaho or another state or be eligible for certification under Idaho's POST standards.
Applicants must meet the entrance requirements outlined in Idaho Administrative Code 11.11.01 – Rules of the Idaho Peace Officer Standards & Training (POST) Council.
+ Shall be a citizen of the United States
+ Must be a graduate of an accredited high school, or GED equivalent
+ Shall be a minimum of twenty-one (21) years of age
+ Possess a valid driving license from their state of residence and qualify for an Idaho driver's license
+ Fingerprint clearance by the Idaho State Police Bureau of Criminal Identification and the FBI. A conviction or withheld judgment for any local, state, or federal crime may be grounds for rejection
+ Successfully complete a background investigation
+ Attest to the Code of Ethics/Standards of Conduct on Idaho POST application
Additional minimum qualifications:
+ Applicants must successfully complete a polygraph examination
+ Must meet the Idaho State Police (ISP) Drug Policy (https://isp.idaho.gov/careers/qualifications-2/) requirements
+ Must meet the ISP medical, vision, hearing, psychological, and physical fitness requirements (https://isp.idaho.gov/careers/selection/)
+ Must have two (2) or more years of responsible work experience or attendance at an institution of higher learning following high school graduation
+ Before hire or within a one year period after hire, must successfully complete Idaho POST Basic Certification and any additional requirements for weapons qualification by ISP
Desirable qualifications:
+ Candidates with experience as a detective/investigator working homicide and sexual assault cases
+ Candidates with experience working in a task force or team supporting local law enforcement homicide or sexual assault cases
+ Experience testifying in court
+ Experience working in a SAKI program
