    Position Summary

    RSI is recruiting for aSenior Project Manager. TheSenior Project Manageris expected to be a project leader with regard to safety and quality, and to oversee field and office staff in the efficient and timely execution of project work. Appliesadvanced knowledge of contracts, plans, and specifications, construction means and methods, scheduling, financials, and problem solving to manage scope, schedule, budget, quality, safety, and change management. The Senior PM has the authority to run projects on a day-to-day basis, and to verify that the project produces the required deliverables of high quality, within the specified schedule and budget and to achieve the benefits defined in the project Charter and execution plan.

    **Hiring Range:** $ 90,000.00 – 125,000.00 per year. (The anticipated starting salary is based on the posted minimum requirements for this position. The offered salary will be based upon the selected applicant’s education, training, and experience.)

     

    This position is required to travel 0-9% of the time.

    Essential Duties and Responsibilities

    + Develop, implement, assess, and manage Major projects (i.e., construction/demolition work activities) associated with the Legacy Management Support Service contract.

    + Responsible for execution of assigned project, including management of work procedures, scheduling, cost control, project specification conformity, establishment of manpower levels, monitoring and implementation of safety programs, project conformance to national, local and/or company building codes and DOE Directives and Orders, and the maintenance of accurate records.

    + Develop project charters, project management plans, and other necessary project planning documents.

    + Conduct Integrated Project Team meetings and manage internal and external subject matter experts in project planning and development.

    + Work with each Site Lead to ensure all project requirements are understood, planned, budgeted, and implemented. Support development of basis of estimate, schedules, and lifecycle cost baselines in support of annual budgets.

    + Write and review technical reports.

    + Perform site inspections, management assessments, and surveillances.

    + Participate in routine meetings with stakeholders including federal, state, and local regulators.

    + Work with internal and external subject matter experts to ensure that technical and regulatory issues are successfully addressed and resolved. Ensure environmental compliance requirements are met prior to each project execution.

    + Manage field execution of projects as the construction subject matter expert. Plan and schedule field work via Plan of the Day documents for all field activities, and directly manage the assigned project and other support staff.

    + Ensure all construction/demolition follows compliance design specifications, is completed on schedule, adheres to budget, meets project controls requirements, and is built to quality standards.

    + Oversee subcontractor schedule and performance, as requested act as Subcontract Technical Representative (and work closely with Procurement staff regarding subcontractor and vendor oversight/administration and procurement of subcontracts, equipment, and materials.

    + Assist in interpretation of drawings and specifications for field crews and craft supervision.

    + Prepare Risk Registers, analyze and quantify risks, and present to senior management.

    + Manage issues and project change to ensure successful and on-time project delivery.

    + Develop and implement solutions, including assessing alternatives and preparing work plans, and managing the development of drawings/sketches, cost estimates, and specifications.

    + Develop percent completed/installed for materials and subcontract work in support of vendor invoice review. Participate in meetings with subcontractors and vendors to discuss and review progress, quality issues, and schedule, and resolve issues as necessary.

    + Review and provide input on Submittals, develop/manage RFIs and change orders, develop monthly project reports, and project correspondence.

    + Manage the development of answers to field questions from subcontractors.

    + Develop/support subcontract work packages. Support permits, design, and compliance requirements identified by the team.

    + Support proposal and bid development for new projects.

    + Consolidate lessons learned for team review.

    + Advise senior management regarding contractual and other project issues.

    + Train and mentor junior staff and field staff.

    + Maintain electronic and hard copy project records and files.

    + Participate in internal project reviews.

    + Other duties as assigned.

    Required Education and Years of Relevant Experience

    + Bachelor’s degree in construction management, civil engineering, or related field. Experience in lieu of education considered .

    + Minimum of 10 years of relevant experience, and experience in project management on US Federal government support contracts is preferred.

    Licenses and Certifications

    + Valid Driver’s License

    + Professional Engineer (PE) registration and/or PMI® Project Management Professional (PMP) certification is preferred.OSHA 30-Hr. Safety Training and USACE Construction Quality Management for Contractors certification preferred.

    Required Skills and Abilities

    + Experience with civil construction and demolition projects including firm fixed price, cost-reimbursable, and unit price contracts with US Federal government agencies.

    + Knowledge and familiarity with construction building codes and standards as it relates to civil, structural, mechanical, and electrical trades.

    + Familiarity with FAR/DFAR requirements.

    + Understanding of DOE Orders, policies, and procedures on how to conduct work.

    + Capability to develop technical documentation meeting design criteria and Federal, State, and local regulatory requirements.

    + Familiarity with safety requirements in USACE EM385-1-1, current version and DOE ESMS.

    + Serve as construction subject matter expert (SME) for project planning & execution and the implementation of corrective measures.

    + Ability and experience to manage projects ranging from $1M to $30M.

    + Ability to read, analyze and identify discrepancies on drawings, specifications, and contract documents. Proficiency in material take-offs.

    + Capable of developing a critical path schedule.

    + Experience in successfully completing projects safely, with high quality, and within schedule and budget.

    + Self-motivated, with a passion for excellence and taking initiative.

    + Commitment to safety, ethics, and integrity.

    + Team player with the ability to work independently to meet deadlines, goals, and objectives.

    + Demonstrated organization and time management skills, and attention to detail.

    + Skillset to perform complex tasks and to analyze and develop solutions to problems.

    + Ability to recommend improvements to processes.

    + Desire to lead and to mentor.

    + High level of language and communication skills, mathematical skills, reasoning skills and computer skills necessary to perform essential functions above.

    + Knowledge and experience with land surveying, earthwork, concrete, hydrology, and hydraulics.

    + Experience with stormwater pollution prevention Best Management Practices.

    + Proficient in Microsoft Suite (Outlook, Word, Excel, Teams).

    + Proficient in Microsoft Project.

    + Proficient in estimating spreadsheets and/or software.

    Essential Physical Requirements

     

    Medium: Work involves moving objects by exerting 20 to 50 pounds of force occasionally, or 10 to 25 pounds of force frequently, or an above-negligible amount and up to 10 pounds constantly. Physical demand requirements are in excess of those for light work.
