Tanaq Management Services (TMS) delivers professional, scientific, and technical services and information technology (IT) solutions to federal agencies in health, agriculture, technology, and other government services. About the Role
We are seeking an **Assistant Program Manager, Laboratory Services** to play a central role in overseeing and implementing technical assistance supporting federal agencies. This work will support management of laboratory contracts associated with animal husbandry, CLIA/CAP, research, and public health.
The Assistant Program Manager will work with a Sr. Program Manager and Program Managers to streamline coordinated project management to the federal agencies. This role will coordinate with several PMs and the clients to provide oversight to the team, develop and implement comprehensive project plans and timelines, and assist with all project execution and delivery to establish and maintain productive working relationships. This position will provide co-managerial and overall financial leadership and ensure that project activities align with the statement of work. Responsibilities will include managing necessary subcontracting relationships, conducting fiscal management activities, ensuring and maintaining good client relationships, and tracking/documenting training and other activities.
This is a remote position that can be based anywhere in the U.S. Some travel (15% of time) may be required, including to meet with client in person in Atlanta, Georgia.
Responsibilities
+ Build relationships with established subject matter experts in overdose prevention as well as identify and establish new relationships with trusted partners.
+ Conduct state and local needs assessments.
+ Supervise, monitor, and assess the performance of staff, consultants, vendors and/or subcontract teams.
+ Design and develop presentations and other activities.
+ Provide technical assistance and training, as needed.
+ Provide editorial support including revisions for tone, voice, and plain language, as well as collaborating with technical writers, editors, and subject matter experts when appropriate.
+ Develop and monitor budgets.
+ Coordinate multiple tasks, ensuring adherence to project schedules and the quality and timeliness of contract deliverables.
+ Initiate requests for and monitor subcontract and consultant agreements. Ensure the quality, timeliness, and technical performance of subcontractors and consultants.
+ Review invoices for appropriateness and approve payment of invoices. Ensure the completion, accuracy, and timeliness of programmatic (technical) reports.
+ Report contract performance and progress.
+ Initiate and work collaboratively with peers representing a variety of organizations and disciplines.
+ Be a creative thinker and problem solver. Manage and assist with collaborations.

Requirements
Required Skills and Experience
+ A combined 3-5 years of relevant experience in laboratory operations, biosafety, quality management, or in a public health setting.
+ Experience overseeing or implementing large scale capacity building and/or training and scientific projects.
+ Experience managing programs/projects relating to life sciences or public health.
+ Demonstrated cultural competence in providing services to or working with diverse groups (i.e., providers, stakeholders, consumers, diverse communities).
+ Ability to work independently and take initiative, with minimal supervision and within a team environment.
+ Excellent oral and written communication skills.
+ Excellent technical writing and research skills.
+ Expert level proficiency in Microsoft Office Suite including Word, Excel, PowerPoint, Teams, SharePoint, and Outlook.
+ Experience managing projects (across multiple teams, professions, or disciplines, with the ability to multitask).
+ Experience providing editorial support including revisions for tone, voice, and plain language, as well as collaborating with technical writers, editors, and subject matter experts preferred.
+ Experience collaborating with graphic designers, user experience experts, content strategists, and client stakeholders to support the revision of communication products preferred.
+ Experience working in a human services or public health related field involving biosafety and/or QMS.
+ Experience working with federal agencies and/or states preferred.
+ Experience working at CDC preferred.
+ Experience performing data analysis in R or SAS is preferred.
+ Strong attention to detail.
+ Effective organization skills.
+ Ability to obtain a federal government clearance.
+ Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
Education and Training
+ Master’s degree in public health, life sciences, social science or equivalent highly desired. Bachelor's degree in a closely related field required.
Physical Requirements
+ Prolonged periods of sitting at a desk and working on a computer. May need to lift up to 25 pounds occasionally.
