POSITION SUMMARY:
Marathon Petroleum Company LP is seeking a dynamic, safety-focused leader to oversee operations at our Crude Rail Offloading Facility (CROF) in Anacortes, Washington. This role is responsible for the safe, reliable, efficient, and compliant operation of the facility, including oversight of transloading, switching, and locomotive operations. The CROF Manager will lead a team of contract employees and coordinate with service providers to ensure seamless railcar offloading and facility readiness. This position offers the opportunity for expanded responsibilities over time, aligned with evolving operational needs and strategic priorities.
KEY RESPONSIBILITIES:
Operational Leadership
+ Direct daily operations of the CROF, including safely moving rail cars, unloading rail cars, monitoring unloading racks and transfers, and good housekeeping of terminal grounds.
+ Ensure adherence to safety, environmental, and regulatory standards.
+ Coordinate inbound and outbound rail logistics with Terminal Services and Refining teams.
+ Schedule product receipts and manage rail fleet inventory efficiently.
Personnel Management
+ Interface with on-site contract supervisor to oversee and manage CROF operations across rotating shifts.
+ Work with contract company to manage hiring, onboarding, and training for CROF operations.
+ Provide information to contract supervisor to support coaching and performance feedback for contract operators, as needed.
Safety & Compliance
+ Enforce life-critical safety protocols and ensure compliance with PSM/RMP standards.
+ Oversee hazardous work procedures including Lockout/Tagout and Hot Work.
+ Maintain safe working conditions and promote a culture of safety and environmental consciousness.
+ Partner with Environmental and Safety teams to maintain audit readiness and address findings.
+ Stay informed on government rules and regulations pertaining to terminal operations.
Contractor & Community Engagement
+ Manage relationships with contract switching crews and ensure alignment with CROF operations.
+ Maintain working relationships with third-party railroads, Product Supply personnel, Refinery, and Marketing teams.
+ Communicate and partner with local first responders and community representatives.
Strategic Planning & Reporting
+ Support long-term operational readiness planning, including staffing models and equipment needs.
+ Monitor KPIs and prepare reports on throughput, safety, and staffing.
+ Participate in budget planning and cost control initiatives.
+ Communicate, support, and implement company initiatives and participate on corporate teams as needed.
+ Promote a foundation of “BEST!” Culture.
EDUCATION AND REQUIREMENTS:
Education:
+ High school diploma or GED required
+ Bachelor’s degree in Engineering, Operations Management, or related field preferred
Experience and skills:
+ 4–10 years in Terminal Operations, Rail or Oil & Gas industry
+ At least 2 years in a supervisory role
+ Strong understanding of rail logistics, switching operations, and locomotive safety
+ Proven leadership, communication, and problem-solving skills
+ Ability to work a flexible schedule, including nights, weekends, and holidays
Preferred Certifications:
+ FRA Locomotive Engineer Certification (or ability to obtain)
+ OSHA 30-Hour General Industry
+ PSM/RMP Training
