    The COMET contract provides overall management and implementation of ground systems capabilities, flight hardware processing, and launch operations at NASA's Kennedy Space Center (KSC) in Florida. These tasks will support the International Space Station, Ground Systems Development and Operations, and the Space Launch System, Orion Multi-Purpose Crew Vehicle, and Launch Services programs.

    Responsibilities:

    + Alongside the Engineering Director, lead the overall operations of Engineering Directorate staff within general COMET and NASA Program objectives; develop and recommend plans/programs for implementation to continuously improve performance and gain efficiencies; and provide evaluation of results to plans, programs, and internal/external personnel.

    + Areas of responsibility include, but are not limited to:

    + Demonstrate support to the COMET/NASA safety program and actively engage/lead the overall engineering team to create an incident and injury free environment.

    + Set strategic goals for operational efficiency and increased productivity while leveraging recent and relevant industry best-practices.

    + Maintain consistent customer communications to gain a clear understanding of customer needs & priorities.

    + Partner deliverable expectations and major schedule milestones.

    + Prepare Directorate resource estimates and comply with overall Operating Plan and NASA short/long-term budget limitations.

    + Appropriately collaborate across Directorates within COMET - focusing on the integration required for positive outcomes.

    + Oversee management staff to ensure COMET engineering practices comply with NASA/KSC design standards as well as other appropriate local and federal regulatory requirements.

    + Hold the engineering management team and subordinate organizations accountable to ensure design and operational schedule commitments are met.

    + Interpret, develop, and implement transformative and effective policies and procedures within contract/Program guidelines.

    + Serve as an advisor to executive management on matters within areas of Engineering responsibility.

    + Serve as a member of corporate committees as required

    + Perform a variety of other related duties as assigned.

    Qualifications:

    The candidate must possess a bachelor’s degree in engineering or a related engineering/science field from an accredited college or university as well as fifteen (15) years of related experience, or a master’s degree with thirteen (13) years of related experience, or a PhD and nine (9) years of related experience. Experience must include at least five (5) years of successfully managing engineering personnel.

     

    • Demonstrated leadership skills as evidenced by prior senior management and supervisory experience.

    • Demonstrated track record of delivery excellence, continuous improvement, and strategic visioning with proof points of implementing significant initiatives that provide measurable positive quality and efficiency impacts.

    • Must possess exceptional organizational skills, meticulous attention to detail, and the ability to direct the work of others while prioritizing multiple customers and projects.

    • Must possess excellent verbal and written communication skills, including presentations to high-level contract and NASA leadership, on technical and non-technical topics.

    • Must possess outstanding critical thinking skills to identify weaknesses and strengths of alternative solutions or approaches to problems.

    • In-depth experience with all applicable Microsoft Office products (e.g. Word, Excel, PowerPoint, Outlook, etc.).

    • Knowledge and familiarity with existing internal software packages, such as Maximo, Solumina, Power BI, and Primavera, is highly desired.

    • Must have the ability to obtain and retain a security clearance, if necessary.

    • If offered a position, proof of U.S. Citizenship or Legal Permanent Resident / Green Card holder of the United States is required.

    Physical Requirements:

    • May be required to wear hearing protection, eye protection, and other associated personal protective equipment.

    • Position may involve extended periods of sitting or standing.

    • Additional position requirements may involve walking and extensive use of stairs to access remote structures.

    • Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency.

    Work Environment:

    - Will be required to work inside and outside throughout the test complex.

     

    - Position may require travel to different areas on Kennedy Space Center property.

     

    - Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand is required to access various locations on the center.

     

    - Occasional travel to other NASA center locations, vendors, corporate offices, etc. may be required.

     

    - All work must be completed in a safe manner in accordance with NASA and company safety standards.

    Equipment and Machines:

    - Computers and printers used for producing various documents and reports.

    Attendance:

    - Full-time regular work hours between Monday and Friday.

     

    - Hybrid/telework options available as needed.

     

    - Position may require occasional overtime, including weekend work, depending on the assigned task.

     

    - Must be dependable and punctual.

     

    - Shift work may be required.

    Other Essential Functions:

    - Must be able to accurately communicate ideas in writing and verbal correspondence (including presentations to various technical and non-technical audiences).

     

    - Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.

     

    - Must comply with all “drug free workplace” requirements as mandated through directives issued by the appropriate federal contracting officer and the company requiring drug tests for use of illegal drugs by employees in sensitive positions.

     

    - Must maintain a positive work atmosphere by behaving and communicating in a manner that fosters good relations with customers, clients, co-workers, and management.
