Summary: This position manages all construction and maintenance activities at HQ (2 Gateway/ Penn Plaza) / GOB (Maplewood) and Tonnelle Ave facilities. Oversees the capital improvement program and the annual operating budget for the same facilities.
Roles and Responsibilities:
+ Administer, coordinate, and execute service and project management contracts for Organizational Services to ensure the proper repair and maintenance of GOB \ HQ and Tonnelle Ave facilities with assigned staff for optimum operating efficiency.
+ Develops and manages processes and protocols for all maintenance programs at the Penn Plaza Headquarters Building & General Office Building for all mechanical, electrical, plumbing, elevator, fire and other infrastructure systems; develops performance criteria for all service contracts and ensures that performance criteria is met by vendors and contractors. Prepares bid documents and specifications for material and service procurements. Reviews and approves invoices.
+ Develops and implements an annual 1.2M capital improvement program for the Penn Plaza Headquarters building and the Maplewood General Office Building; identifies equipment and infrastructure requiring replacement; oversees the engineering, design, and development of specifications with assigned Engineer \ Architect; monitors a 3M operating budget; manages and tracks projects to completion.
+ Ensures the proper handling of correspondence regarding facility issues and ensures code compliance with all State regulatory agencies. Submits paperwork and meets with State Officials for compliance and permitting of projects.
+ Coordinates with Facility Supervisors in performing site visits. Responds to facilities technical issues and monitors HQ and GOB FIXIT tickets to ensure timely submission and response.
+ Administers property lease for headquarters building; coordinates maintenance and repair work, develops annual budgets, approves invoices, and represents NJ TRANSIT’s interests in Condominium Association.

Education, Experience and Qualifications:
+ High School diploma and ten (10) years of progressive managerial experience required.
+ A bachelor’s degree in engineering, industrial arts or related can be substituted for four (4) of the ten (10) years of managerial experience.
Knowledge and Skills:
+ Experience running work crews and knowledge of NJ Transit’s core IT software suites, i.e., Oracle, VMIS, EPS and Kronos are preferable.
+ The applicant must be able to demonstrate that they directly supervised individuals performing work on facilities related projects.
+ The applicant should be able to coordinate the work of outside vendors with in-house labor.
