Job Description
The Iowa Department of Revenue’s Alcohol & Tax Compliance Division is seeking anExecutive Officer 2to act as the Passthrough & Tax Credit Program Manager on the Corporate Tax team.
The Compliance Division oversees all facets of tax processing, issuances of business permits, and alcohol regulation throughout the state. From the receipt of individual and business tax returns and payments, audits and collections, to routine compliance inspections and regulatory verification of alcohol-licensed establishments, this division is tasked with upholding, enforcing and educating taxpayers and licensees on Iowa’s laws and regulations.
In this position you will:
+ Manage audit programs for assigned tax types
+ Manage, prioritize, direct, assign, and effectively balance the workload of staff within your section to ensure operational work is in alignment with the strategic plans of the Compliance bureau
+ Evaluate staffing requirements and analyze staff productivity and program efficiency
+ Work with internal technical resources to pull data for audit and resolution leads based upon established criteria
+ Monitor audit program results and provide analysis to Compliance Leadership
+ Evaluate training needs and monitor the effectiveness of training programs based on staff performance
Preference will be given to candidates with experience in the following:
+ Preparing and auditing tax returns
+ Performing audits, following audit principles and techniques
+ Developing business rules or criteria for audit programs
+ Managing program inventory and balancing staff workloads
Job Specific Competencies:
+ Inductive Reasoning – Combine pieces of information to form general rules or conclusions
+ Deductive Reasoning – Apply general rules to specific problems to produce answers that make sense
+ Customer Service – Principles and processes for providing customer services, including customer needs assessment, meeting quality standards for services, and evaluating customer satisfaction
+ Administration and Management – Business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources
+ Law and Government – Laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations, or management.
2) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
3) All of the following (a, b, and c): a. Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
