Job Description
The Iowa Department of Revenue’s Alcohol & Tax Compliance Division is seeking aManagement Analyst 3 to join the Alcohol Licensing team.
The Compliance Division oversees all facets of tax processing, issuances of business permits, and alcohol regulation throughout the state. From the receipt of individual and business tax returns and payments, audits and collections, to routine compliance inspections and regulatory verification of alcohol-licensed establishments, this division is tasked with upholding, enforcing and educating taxpayers and licensees on Iowa’s laws and regulations.
In this position you will:
+ Be the subject matter expert for the Alcohol & Tax Compliance Division regarding analysis of alcohol data, staff productivity, and audit and examination of program data sets
+ Utilize tools within the Department's alcohol administration systems to identify, monitor and evaluate key performance indicators (KPIs) related to operational staff and audit and examination program performance
+ Report strengths, weaknesses, opportunities and threats based on KPI and data analysis to facilitate data-informed decisions by Compliance leadership
+ Identify factors that may be creating work backlogs, suspended and pending items. Provide suggestions for process improvements, system configuration changes, fixes and upgrades to the GenTax system as business needs dictate
+ Lead system tester for production, system enhancements, and projects. Plan, create, administer, and analyze system testing plans
+ Participate in strategic planning, continuous improvement, and the development and implementation of Compliance goals and expectations for staff and program performance
Preference will be given to candidates with experience in the following:
+ Developing status reports on program work and/or staff productivity evaluations
+ Leading efforts to review, implement, and identify processes improvements
+ Utilizing a variety of computer software programs/systems for data analytics and database management
+ Demonstrated ability to resolve escalated and complex questions and concerns

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
+ Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.
+ All of the following (a and b):
+ Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
+ A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
+ All of the following (a, b, and c):
+ One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
+ A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and
+ A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.
+ Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
