TheHUMAN RESOURCES SUPERVISORplays a vital role for the Louisiana Department of Health in the Behavioral Health community by utilizing CLSH’s values and mission to deliver quality and effective care to our patients. The hospital is highly committed to cooperative work with other state agencies and with the state and regional mental health program to insure the integration and coordination of hospital-community services into a comprehensive system of mental health care.

Minimum Qualifications
Six years of human resources experience; OR
Six years of full-time experience in any field plus three years of human resources experience; OR
A bachelor’s degree plus three years of human resources experience; OR
An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information
Job Duties:
+ Incumbent directs the activities of two subordinate workers who carry out the day-to-day operations for the program areas within HR Operations (Payroll, Time Administration, etc.).
+ Assigns priorities and work assignments of subordinates to ensure needs of CLSH are met in a timely manner and in accordance with agency mission, goals and objectives.
+ Receives weekly and monthly reports from subordinates to ensure that programs are meeting timeliness goals and deadlines.
+ Develops plans and directs work so that HR Operations staff are cross trained in all functions.
+ Evaluates and determines the priority of work for subordinates. Reviews subordinates' work to ensure compliance with Civil Service rules. Ensures accurate and timely changes to employees' records are made in the LaGov HCM system to facilitate retrieval of data as needed by department heads, executive staff, or LDH/OBH Office staff.
+ Provides training to Human Resources staff to ensure they have an understanding of all current policies and procedures associated with the various areas.
+ Establishes performance expectations and monitors work performance to conduct performance evaluations.
+ Prepares performance evaluations for all subordinates, approves leave and recommends disciplinary actions, pay changes, or work distribution changes to HR Director B.
+ May perform duties of HR Management as required to meet deadlines.
+ Perform all other duties assigned by supervisor, but not listed, for the smooth operation of the unit/building and/or the facility.
Position-Specific Details:
Appointment Type : Probational, Promotional, or Demotion. Candidate must be a Permanent Full-Time employee of Central Louisiana State Hospital.
Compensation: The salary offered will be determined based on qualifications and experience.
The minimum hire rate for a Human Resources Supervisor is $25.31 an hour.
Work Schedule:Work hours are 8:00 AM to 4:30 PM, Monday - Friday.
