The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use disorders, intellectual/developmental disabilities, and housing and homelessness. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.
Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The NCSB is seeking a compassionate and driven Clinical Coordinator to make a meaningful impact in the lives of clients serviced in the City of Norfolk. In this role, you'll assess individuals with co-occurring substance use and mental health disorders, facilitate access to critical services, and collaborate with internal and external stakeholders to improve the quality of services provided. You'll also assist in program development and assist in providing clinical supervision. Departmental Hiring Salary Range: $59,393-$68,301
Essential Functions
Essential functions include but are not limited to:
+ Provides direct supervision to Clinicians and Counselors within the Outpatient Services program, which includes performance management issues as well as regular clinical and administrative supervision.
+ Monitor program utilization, measurable outcomes through observations, clinical chart reviews and available computerized data systems as available.
+ Research best practice, science-based approaches for both educational and treatment services for a variety of target populations. Assists clinical supervisor with program development activities to include appropriate clinical practices across all Outpatient Services programs.
+ Coordinates the delivery of quality services via holistic and comprehensive clinical treatment provided by assigned staff. Collaborate with other CSB programs as necessary and appropriate.
+ Assures compliance with agency policies/procedures regarding the proper maintenance of consumer records to include documentation, treatment planning, service referral and access. Ensures adherence to confidential provisions through chart reviews/sweeps, monthly supervision and direct observation of activities of assigned staff/programs.
+ Assists in researching funding and grants as necessary to maintain viability of the program(s) and provide enhanced service options based on identified need and available resources.
+ Participates in interdisciplinary team meetings to address clinical and administrative issues. May facilitate these meetings in the absence of clinical supervisor.
+ Participate in monthly supervisory staff meetings and routine supervision as scheduled.
+ Ensure that program staff maintains the requisite knowledge and competencies to deliver responsive and effective services to meet identified service demands through on-going supervision and clinical chart reviews. Provides necessary coaching/supervision and/or training to staff in assessed areas of need. Communicates staff needs to the Programs Manager to coordinate additional subject matter experts if needed to augment in-house training and technical assistance.
+ Responsible for providing performance evaluations of all assigned staff in a timely manner using information gathered through routine individual supervision meetings and direct observation.
+ Responsible for completion of required documentation, including weekly time sheets, a monthly program report and other reports as requested in a timely manner. Reviews productivity reports of assigned staff on a weekly basis.
+ Other duties as assigned by the Supervisor.
Education/Experience
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through six (6) years of college resulting in a Master's degree in a Human Services field; or an equivalent combination of training and experience.
Three (3) years of clinical experience in a management and/or administrative role.

+ Must be certified or certifiable in Basic First Aid and CPR
+ Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for new hires.

+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
