    Koniag Advisory and Business Solutions, LLC a Koniag Government Services company, is seeking a Grants Management Specialist with a Secret security clearance to support KABS and our government customer in Washington, DC.

    Essential Functions, Responsibilities & Duties may include, but are not limited to:

    + The contractor shall support U.S. Government representatives in all stages of the award process to ensure efficient and accurate communication with grantees/implementers.

    + The contractor shall have the technical ability for activities communicating with the grantee during all award phases on behalf of the Grant Officer (GO) and Project Officer (PO), organizing meetings between POs, GOs and grantees, providing technical assistance during award execution, assisting with award closeout, working on grant compliance activities, assisting in grant reviews and responding formally to grant and NOFO inquiries from current and potential grantees.

    + The contractor shall also assist with trainings and development and maintenance of standard operating procedures.

    + In collaboration with the Program Management Analysts and other AF/A staff, complete all actions associated with risk assessment and mitigation.

    + During the pre-award phase, AF advertises requests for applications or Notice of Funding Opportunities (NOFO) and receives multiple application responses, each of which needs to be logged and organized to be distributed to reviewers.

    + Once applications are logged, review panels are developed, where the contract shall be responsible for organizing and overseeing the aspects of the review panel process.

    + Track submissions, organizing the review panels, compiling questions and working with Grants and Program Officers to collect and consolidate responses and compile additional internal communications.

    + Each panel will require logistical support which may include travel organization and scheduling, researching and recommending meeting spaces, ensuring supplies are provided and available to participants, communicating with all panel members as well as grantee candidates and selectees throughout the panel process and after award.

    + Work closely with the GO on the active award and award closeout processes providing technical assistance in the grant systems and files, tracking and reviewing grant and cooperative agreement budget negotiations, preparation of pre-award due diligence and award action documentation, and support in the development of Statements of Work (SOW); assist GOs and POs with the development of awards incorporating goals and evaluation schedules.

    + Asist GOR and GO with award monitoring and tracking.

    + The contractor will also provide administrative support to staff and grantees to ensure they have proper access to grant database and payment systems, as necessary, provide guidance and assistance to grantees regarding travel and payment authorizations, and provide support for award file documentation.

    + Use Department and USAID systems such as GLAAS, ASIST, ABACUS, MyGrants, and StateInsight to prepare award documents, amendment documents for the Grants Officer’s use consistent with Department policies.

    + Ensure that award files for all awards are complete and accurate.

    + Review grantee reports and other information submitted by the grantee to ensure that awards are progressing in a manner consistent with their scope and intent.

    + Advise the Grants Officer on issues requiring the Department’s attention.

    + Provide advice and support to Grants Officers’ Representatives concerning award provisions, requirements, and processes.

    + Develop and maintain standard operating procedures for grants management tasks

    Work Experience, Knowledge, Skills & Abilities:

    + Bachelors with 2 years’ experience or 5-7 years of relevant work experience.

    + Moderate knowledge of U.S. Government grant regulations and policies and demonstrated relevant qualifications.

    + Demonstrated self-management, experience assisting and reviewing grant standard negotiation documents, project oversight and strategic thinking.

    Clearance Requirement:

    + Secret security clearance
