    Summary:

    The Director, Central Staffing Office, is a key leadership role responsible at Baystate Health, overseeing the efficient and effective allocation of nursing staff resources across Baystate Health. Reporting to the Vice President of Clinical Business Operations, this position facilitates optimal staffing levels, supports quality patient care, and helps maintain compliance with regulatory standards and organizational policies.

     

    The Director leads a team of 6-8 Direct reports within the Central Staffing Office (CSO) operations team, which acts as the hub for managing staff assignments, just in time staffing needs allocation and supplemental workforce needs, adapting to fluctuations in patient census and acuity.

     

    Develop, implement, and evaluate centralized staffing models and strategies to optimize nursing resource utilization across all Baystate Health facilities and units, considering patient acuity, census fluctuations, and staff competency.

     

    In addition, the Director will provide oversight to the implementation and operations of scheduling applications, schedule optimization and payroll accuracy.

    Responsibilities:

    + Directs and implements operational flow processes to assure comprehensive and safe staffing occurs.

    + Maintains oversight of all financial responsibilities including, but not limited to, budgets, performance metrics to ensure productivity and safe and productive staffing.

    + Manages human resources well. Engaging with other Nursing Business Operations leadership, educates managers annually in budget preparation, FTE matrixes, staffing variation, staff replacement strategies, and works with site leaders on defined interventions to maintain budgeted staffing models.

    + Tracks, trends and reports staff FMLA, sick leave and overall vacancy.

    + Designs and implements strategies to stay ahead of surge capacity and demand needs for beds, and for staff.

    + Role model comprehensive decision making during competing priorities

    + Manage day-to-day staffing operations to ensure all nursing units are appropriately staffed based on patient volume, acuity, and skill mix requirements.

    + Develop, implement, and evaluate policies and procedures related to the deployment, tracking, and scheduling of nursing personnel.

    + Utilize staffing software and predictive analytics to anticipate staffing needs and proactively address shortages or surpluses.

    + Coordinate with nurse leaders, department Directors, to balance permanent, float, and temporary staff assignments.

    + Provide oversight to staffing functions, shift coverage, including last-minute replacement assignments, floating or sick calls.

    + Lead, mentor, and support a team of staffing coordinators, and administrative personnel.

    + Promote a culture of accountability, continuous learning, and excellence in workforce management within the CSO department.

    + Facilitate orientation and ongoing training for CSO staff on policies, procedures, and best practices in flexible staffing.

    + Support professional development and competency of team members through coaching, evaluations, and educational opportunities.

    + Provides oversight to the education and implementation of scheduling application functions.

    + Responsible for oversight staffing practices compliance alignment with federal, state, and local regulations, as well as accreditation and licensing requirements.

    + Monitor and report on key staffing metrics, such as overtime usage, agency utilization, and fill rates, to drive continuous improvement.

    + Collaborate with quality and risk departments to assess the impact of staffing patterns on patient care outcomes and nurse satisfaction.

    + Investigate and resolve staffing-related issues or grievances in a timely and fair manner.

    + Serve as the primary liaison between the CSO and nursing units, human resources, finance, and executive leadership.

    + Communicate staffing policies, processes, and updates effectively to all stakeholders.

    + Participate in hospital- or system-wide committees as assigned that are related to staffing, workforce planning, and patient care quality.

    + Foster strong relationships with internal and external partners to support organizational goals.

    Work Experience:

    + 5 years of progressive leadership related experience in clinical operations. Experience in staffing large

    + Ability to manage ambiguity with a demonstrated ability to communicate effectively and exercise influence in a complex, multi-institutional, highly matrixed organization.

    + Demonstrated ability to build relationships and trust, a reputation for high integrity.

    + Knowledge and optimal use of Cerner, Tele tracking, Kronos systems to support operational, clinical quality, patient safety and research activities.

    Qualifications:

    + Bachelor’s degree in healthcare field required.

    + Master’s preferred (MSN, MHA, MBA, or related field) or experience equivalent to

    + Any registered nurse in the role either the bachelor’s degree or master’s Degree must be in Nursing.

    Skills and Competencies:

    + Strong leadership, critical thinking, and problem-solving skills.

    + Excellent verbal and written communication abilities.

    + Proficiency with staffing software, electronic health records (EHR), and Microsoft Office Suite.

    + Ability to analyze complex data and present actionable insights to leadership.

    + Demonstrated commitment to diversity, equity, and inclusion in the workplace.
