The NYC Department of Design and Construction, Division of Infrastructure is seeking a Deputy Director for the Program Management Unit – Engineering and Support Services’ Bid Process team.
The Bid Analysis team is responsible for analyzing bids submitted by contractors on NYC capital infrastructure projects by comparing engineer’s estimates to bid prices for each item and scope in a project, reviewing bids for mathematical errors and irregularities in unit prices, identifying outliers or unusual pricing patterns that may indicate risk or misunderstanding of scope, and developing and maintaining item price estimates using historical bid and award data from previous projects, which are used citywide to assist engineers in estimating new capital projects. The selected candidate will oversee the Bid Analysis team and lead all bid analysis activities. This includes developing and maintaining bid data models; using business analytics tools such as MS Query, SQL, and Power BI for data extraction; and creating dashboards and visualizations to support data-driven decision-making.

Responsibilities
The Deputy Director will:
- Supervise and mentor staff on the Bid Analysis team, setting priorities and ensuring timely completion of all bid reviews and analyses.
- Oversee detailed analysis of contractor bids by comparing engineer’s estimates to submitted bid prices for each item/scope.
- Ensure staff are accurately identifying, documenting, and resolving bidder errors and price anomalies (outliers).
- Direct the development and upkeep of citywide item price estimates derived from historical bid and award data to support engineers in estimating new infrastructure projects.
- Prepare and review reports, including the Memorandum of Bids, Low Bid Share Breakdown, and Error Reports.
- Respond to time-sensitive inquiries related to Infrastructure bids and budget questions.
- Advise and assist the Front-End Planning team in developing approximate estimates for infrastructure capital projects, which are used for Capital Plan forecasts, Certificates to Proceed, and other capital budget and project planning purposes.
- Identify and recommend enhancements to bid analysis workflows, tools, and processes.
- Review and refine bid analysis applications’ business rules and related program functionalities.
- Define and review testing objectives and ensure the integrity and accuracy of bid-related metrics.
- Support and participate in application testing to validate functionality and data quality.
- Attend contractor pre-award meetings as needed, particularly when procurement reports identify potential discrepancies and/or variances in bid unit items.

Qualifications
1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.
Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.
