    Duties Description The EMS Business Applications Unit Manager (Business Systems Analyst 2 Health) coordinates the integration, deployment, and operational use of EMS business, field, and communications technologies that support emergency medical services, health emergency management, and statewide preparedness activities. Working under the general direction of the Communications and Data Integration Branch Chief, the Unit Manager ensures that enterprise EMS systems function effectively in field, mobile, and SMOCC operational environments, and collaborates closely with the EMS Data Systems Unit and SIGNAL Systems Support Unit on system enhancements, data flows, and interoperability.The position supervises technical and professional staff engaged in business application support, mobile technology deployment, GIS platforms, MDM solutions, and operational communications tools. The Unit Manager ensures secure user access, consistent configuration standards, and reliable system performance across statewide operations, supporting the Division’s mission-critical coordination, analytics, and emergency response functions. Work involves advanced analytical reasoning across multiple technology domains, including enterprise application integration, mobile device ecosystems, geospatial technologies, and emergency communications platforms. Assignments require independent judgment to evaluate system performance, interpret program needs, and anticipate operational impacts in both steady-state and emergency conditions. Decisions made in this role directly influence mission-critical EMS operations, mobile deployments, and statewide emergency readiness.MAJOR FUNCTIONS AND ASSOCIATED DUTIESSupervision and Leadership: Oversees professional and technical staff responsible for business applications, GIS platforms, mobile systems, and communications technologies; assigns and reviews work; conducts performance evaluations; mentors staff; and manages priorities to ensure timely completion of technology projects supporting EMS and emergency management operations.Business Process Analysis and Application Management: Leads requirements gathering and business process mapping; manages configuration and improvement of EMS licensing, certification, and reporting systems; oversees user access and security controls; ensures adherence to data standards and compatibility across EMS applications.Technology Integration and Field Systems: Coordinates integration and deployment of mobile and vehicle-based technologies, including modems, telematics, radios, and MDM platforms; manages field-deployable technology assets such as mobile operations centers and communications trailers; ensures interoperability between SMOCC communications, dispatch systems, and statewide emergency platforms.Geospatial and Data Integration: Directs development and maintenance of GIS systems supporting situational awareness, resource tracking, and visual analytics; ensures secure data exchange with statewide public health and emergency management systems; oversees staff work on data validation, reporting, and visualization.Documentation, Training, and Support: Develops and maintains technical documentation, user guides, and configuration standards; oversees user support and training to ensure consistent system performance; monitors help desk metrics and resolves escalated issues affecting EMS operations.

     

    Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.Non-Competitive Minimum Qualifications via NY HELPS:Seven years of business analysis experience in a large health care facility, health related governmental entity, health insurance company, large health care provider organization or employer, or with the New York State Medical Assistance (Medicaid) Program in a New York State agency or a New York State local social services district or county, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product or service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product or system development life cycle (SDLC); and developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.Competitive Minimum Qualifications:Permanent Transfer: NYS Department of Health employee with permanent or contingent-permanent service as a Business Systems Analyst 2 Health, Grade 23 OR NYS employee with one year or more of permanent or contingent-permanent service in a competitive class title equated to SG-21 or above and eligible for transfer to Business Systems Analyst 2 Health under Section 52.6 of the Civil Service Law.Provisional Appointment: One year of service as a Business Systems Analyst 1 (Health).If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.Preferred Qualifications: Certifications / Licenses: Professional or technical certifications relevant to information systems, emergency services, or data analysis are desirable; Completion of recognized training in emergency management or incident command systems is preferred.Experience: Two to four years of progressively responsible experience performing business systems analysis, data management, or system administration in a health, public safety, or emergency management environment; Experience coordinating system requirements, testing, and user acceptance processes for operational or administrative applications; Experience supporting or overseeing integration of mobile, field, or communication technologies with enterprise systems; Experience participating in or leading small teams engaged in systems implementation or user support.Knowledge / Skills / Abilities: Working knowledge of information systems design, data integration concepts, and reporting or visualization tools; Ability to analyze business processes, identify opportunities for improvement, and translate operational needs into technical requirements; Understanding of information security, user account management, and data quality assurance principles; Strong analytical, organizational, and communication skills, including the ability to convey technical information to non-technical audiences; Demonstrated ability to work collaboratively with technical staff, program users, and external partners to support system functionality and operational readiness.

     

    Additional Comments Health Emergency Management Statement: All Division of State Emergency Medical Services staff are expected to participate in emergency management activities as part of their roles. While not all positions require regular deployment to disaster sites, all employees may be subject to 24/7 recall for emergency operations. This may involve irregular work hours, duties outside of the official position description, and assignments at locations other than the designated duty station. Travel in support of emergency operations may be extensive (lasting from days to weeks), with little advance notice, and may involve relocation to sites with physically demanding and challenging operational conditions.The Health Program Administrator title is part of the NY HELPS program. For the duration of the HELPS Program, this title may be filled via permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the titles for which they apply. At the close of the HELPS program, employees hired under the HELPS Program will have their non-competitive employment status converted to competitive status.
