Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Center of Excellence - General Staff - G1 at Fort Gordon, Georgia. Responsibilities Directs, through military and civilian personnel specialists and assistants, the execution and coordination of a variety of military and civilian personnel programs. Determines strengths and weaknesses, procedural and regulatory deficiencies in program areas, and provides recommendations to correct or improve current practices. Conducts special projects or comprehensive studies to identify and examine problems or operating issues that may impact a major organization or entire field activity within the command. Advises the commander on military personnel issues for all active duty and reserve soldiers including recommendations on the optimum distribution of military specialties and location assignments. Advises on and briefs proposed initiatives and new or revised policies and procedures that impact the command's military and civilian personnel program. Reviews personnel actions and provides guidelines on complex and/or sensitive issues, such as those that differ from past practices, involve highly visible or political situations, or involve nepotism. Lead action officer for newly developed cyberspace personnel requirements for immediate and long-range HR planning. Develop and manage strategic HR requirements and coordinate with higher echelon organizations such as DA, TRADOC, CAC, CCoE Staffs, Civilian Senior Leader Management Office (CSLMO), and other external units. To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Managing civilian personnel management to establish and recommend changes to procedures and practices to resolve problems within a command, 2) Advising on policy and technical guidance to all levels of civilian and military personnel; 3) Providing cradle to grave management of recruitment actions to keep management personnel informed of HR requests and personnel actions and 4)Overseeing subordinates to report on status and progress of work to ensure the organization's strategic plan and mission are prioritized. Education Additional Information If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Must be able to obtain and maintain a TOP SECRET security clearance.
