The Idaho Department of Health and Welfare, Self-Reliance Program has an opportunity for a forward-thinking, innovative leader to provide direction and guidance as theEmployment and Training Program Manager.This manager will be responsible for overseeing the policy and compliance of the Department's Employment and Training programs. This position will be responsible for managing staff and supporting operations and process designs for administering the employment and Training Program for SNAP, TANF and Medicaid recipients subject to work requirements. This includes working across program units and working with contractors, federal agencies and external stakeholder groups. The successful candidate will be able to comply with federal rules and policies, prepare reports and grants, and effectively communicate with key stakeholders.
We are searching for an individual highly skilled in business operations, strategic planning, and change management. This role requires a proactive, collaborative, and innovative leader with exceptional communication skills, both written and verbal.

This is a statewide position and will report to their nearest DHW location.
This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

EXAMPLE OF DUTIES:
+ Provide leadership to ensure a sustainable and integrated services system for the Employment and Training program.
+ Interpret and apply laws and regulations related to public benefit assistance programs.
+ Develop, review and evaluate complex policy material.
+ Analyze complex management issues and develop recommendations for alignment with Self-Reliance processes, operations and standards.
+ Prepare oral and written presentations and reports.
+ Prepare written documentation including reports, grant applications and state plans.
+ Manage contractors used to support program grants, evaluate contract performance and develop corrective action plans.
+ Manage staff to meet compliance of federal and state program requirements.
+ Drive and support technology needs and enhancements that ensure system designs meet program requirements, reporting requirements, and an effective service delivery for customers.
MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position. It is highly recommended to attach a one-page cover letter to your application to demonstrate how you meet the requirements below.
+ Some knowledge of management practices as well as experience providing technical proficiency, problem-solving, communication, and program area training.Typically gained by at least one-year experience managing a major Program and providing leadership of professional staff. Candidates may also qualify through completing upper-division college-level management coursework along with experience in a significant Leadership role.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
+ Experience developing technical written materials such as policies, technical manuals, or rules/regulations and presenting policies to executive-level decision makers for discussion and approval. Typically gained by at least one year of experience developing rules and policies and presenting proposals, changes, or new designs for decision-making; OR by a Bachelor's or Master's degree in business management, public administration, or related fields.
+ Experience managing and driving program performance and subsequently creating and implementing changes to improve program performance from a design and program development perspective. Typically gained by experience in management and leadership roles where you were directly responsible for program outcomes and for creating solutions for improved performance.
+ Experience developing and maintaining budgets across various spending categories Typically gained by at least one year of experience developing and maintaining program budget spreadsheets to ensure accurate fiscal management.
