DEPARTMENT OF TRANSPORTATION
The County of El Dorado (https://edcgov.us/) , Department of Transportation (https://edcgov.us/Government/DOT) is responsible for funding, designing, building, operating, and maintaining the County Road System. El Dorado County's Road System currently consists of approximately 1083 centerline miles of paved roadway, 76 bridges, a multitude of storm drainage systems, and related transportation facilities.
The Department of Transportation has two main priorities:
1. Ensuring that our roads are safe for public use with due care in a manner in which it is reasonably foreseeable that they will be used, and
2. Preserving and maintaining the public's multi-billion dollar investment in our roads, bridges, and other facilities.
MAINTENANCE AND OPERATIONS DIVISION
The Maintenance and Operations Division is composed of Road Crews, Fleet Services, Equipment Mechanics, and Traffic Control Crews. This dedicated team manages the repair, maintenance, and replacement of existing County roadway and drainage infrastructure. It is also responsible for the maintenance of all 1083 centerline miles of roadway in the County.
THE OPPORTUNITY
Use your knowledge and experience planning, organizing and supervising the repair and maintenance of the County's fleet of complex motorized construction equipment.
The selected candidate will have the opportunity to:
+ Plan, organize, coordinate, and supervise the work of a County equipment maintenance shop.
+ Develop and monitor service and repair policies, procedures and standards; prepare a variety of studies and reports; research and assist in the development of specifications.
+ Direct maintenance and repair activities, including planning, estimation, scheduling, inspection and monitoring work being performed; develop preventive maintenance and repair schedules for the maintenance and servicing of equipment; provide technical assistance to staff.
+ Supervise the maintenance of parts inventories and ensures an adequate supply of parts; review and approve requisitions and purchase orders.
+ Prepare and monitor the annual budget for the shop.
+ Select, supervise, evaluate and discipline staff and provides for their training and development.
+ Work closely with other divisions, departments or individuals to explain or coordinate proposed activities; respond to complaints or inquire by phone or in person.
+ Coordinate the work of the shop with that of other Count departments, outside vendors, contractors and others.
+ Ensure compliance of shop activities to pertinent codes, regulations and guidelines.
+ Monitor developments related to equipment maintenance, evaluate their impact and recommend policy and procedure improvements.
+ Prepare and maintain a wide variety of written records and correspondence.
+ Integrate new program activities into maintenance schedules.
+ Plan and implement an on-going safety program.
+ Authorize and approve work contracted to outside vendors; determine the necessity for contracting out major repairs; inspect contract work on completion.

MINIMUM QUALIFICATIONS
Human Resources will assess your application to determine if you are minimally qualified using the following minimum qualifications:
Where college degrees and/or college course credits are required, degrees and college units must be obtained from an accredited college or university. Courses from non-accredited institutions will not be evaluated for this requirement.
Experience:
Two (2) years of supervisory experience in equipment maintenance at a level equivalent to the County's class of Senior Equipment Mechanic. College level course work in an applicable technical or management field is desirable.
Knowledge of:
+ Principles and practices of employee supervision, including selection, training, work evaluation and discipline.
+ Principles and practices of equipment maintenance and repair as related to a large and varied fleet maintenance program.
+ Basic principles and practices of budget development and administration.
+ Theories, principles, techniques and equipment used in vehicle and equipment maintenance and repair.
+ Safety regulations, safe work practices and safety equipment related to the work.
+ Codes, ordinances and guidelines pertaining to the work.
+ Computer applications related to work.
Skill in:
+ Planning, assigning, directing and coordinating equipment maintenance and repair activities.
+ Selecting, motivating and evaluating staff and providing for their training and development.
+ Preparing and monitoring a budget.
+ Developing and implementing policies, procedures, work and safety standards and management controls.
+ Coordinating work assignments with those of other divisions, departments and outside firms.
+ Preparing clear and concise records, reports, correspondence and other written materials.
Ability to:
+ Analyzing operational and administrative problems, evaluating alternatives and recommending or implementing effective courses of action.
+ Exercise independent judgment and initiative without close supervision.
+ Understand and follow oral and written instructions.
+ Establish and maintain effective working relationships with those encountered in the course of the work.
Other Requirements
Must possess and maintain a valid commercial Class B driver's license with no restrictions to transmission or air brakes. Must possess a Tanker Endorsement, and some positions may require maintaining a Hazardous Materials Endorsement which must be obtained within six (6) months from date of hire. Must regularly lift and remove or installs parts weighing up to sixty (60) pounds.
