This posting intends to fill one (1) regular full-time IPPS (Image Production & Postal Services) Specialist II position. We will also establish an eligibility list from this hiring process which may be used to fill future regular full-time or limited term vacancies over the next two (2) years.

In this important role, you'll manage day-to-day mailroom functions including sorting incoming mail and packages, preparing outgoing mail using equipment such as Quadient, NeoPost, or Pitney Bowes inserters and postage meters, and assisting with bindery and finishing tasks. Your attention to detail and reliability will ensure timely, accurate distribution and processing of all mail and packages.
You will collaborate closely with internal teams to help coordinate the production and delivery of outbound customer mail, supporting smooth communication and operational efficiency throughout SMUD. Your ability to operate mailroom management software and related equipment will be key to streamlining workflows and meeting deadlines in a fast-paced environment.

Purpose
Under general supervision, performs all the responsible tasks associated with SMUD’s Image Production and Postal Services (IPPS) process. This process includes operation of duplicating and binding equipment and the work involved in the timely and accurate distribution, collection and processing of mail and other material documents. This is a broad classification series that encompasses all aspects of the IPPS role, including but not limited to: bindery, duplicating, postal sorting and distribution.
Nature and Scope
This classification series is comprised of three levels: Level "I" is the entry-level where incumbents are provided formal training and/or certification for progression to the journey-level of the classification. The incumbent is promoted/progressed to the journey level "II" upon successful completion of all training and/or certification requirements for the classification. Incumbents hired at the entry-level are required to successfully progress to the journey-level within 18 to 60 months, depending on the length of the training and/or certification program. If an employee is unsuccessful with progressing to the journey-level, they will return to last class held or separate from SMUD. Promotion to the III (senior) level is not through a job progression and will happen through SMUD’s standard civil service hiring process.
Duties and Responsibilities
+ **Postal Center:** Delivers U.S. and interoffice mail, which may include cash and confidential materials, to SMUD mail stops and other locations as assigned. Picks up and sorts outgoing mail. Operates a vehicle to pick up and deliver U.S. mail, SMUD mail, materials, and supplies. Weighs and meters mail and processes through the metering machine. Updates and maintains operational log sheets. Processes bulk rate mailings. Sorts mail by zip code, name and/or mail stop. Sorts mail by weight, price and/or destination. Operates mail machines such as the mail opener, folder, and metering equipment. Tracks incoming Express mail and packages.
+ **Bindery:** Performs complex bindery duties: saddle stitches, folds, scores, perforates, measures cuts to discover final product outcome. Adjusts, sets up, and performs routine maintenance on a variety of auxiliary equipment such as hydraulic drill hole puncher, paper jogger, paper cutter, automated stapler, and folding machine. Performs basic equipment maintenance and changes cutter steel blades. Uses auxiliary equipment on completed materials of various sizes, tabbing and labeling machine, tape binding/printing machine, and MBO industrial size folder. Uses coil or tape method on duplicated/printed materials and booklets. Operates wire stitcher machine, and hand collates and hand staples. Operates industrial and tabletop folder and computerized folding machine, and hand folds. Cuts and hole punches completed printed materials using a paper cutter or hydraulic drill. Binds, by hand, duplicated/printed materials into booklets. Creates pads using cling glue to make a variety of SMUD documents. Counts, assembles, wraps, sorts, boxes, and ships/distributes outgoing materials. Operates a variety of automated machines. Closes down operation at end of day.
+ **Duplicating Machine Operations:** Operates a variety of complex copiers in the reproduction of a variety of printed materials including forms, reports, bulletins, memos, and notices. Sets and adjusts copy machine or press for proper operation. Performs bindery duties, including staples, coil and tape binds, boxes orders, saddle stitches, operates hydraulic drill, collates, folds, cuts, and pads. Uses pallet jack and (manual) pallet strapping, paper jogger, and hydraulic pallet lifter. Counts, assembles, labels, wraps, sorts, boxes, and prepares pallets up to 2,000 pounds; shrink-wraps pallets and prepares for shipping. Assists customers with work orders. Answers questions and gives job estimates. Cleans and performs routine maintenance on copiers. Performs mail merge functions using Word and Excel.
+ **Other Duties:** Performs related duties similar in scope and function as required.
Required Experience Qualifications
+ At least one (1+) year of clerical experience that involves answering phones, filing, operating a computer, and operating a copy machine.
+ At least 90 days as a Postal Specialist I OR 2-3 years of experience operating high-volume duplicating/reprographics equipment, bindery equipment or equipment used to process mail.
Knowledge Of
Duplicating/copy equipment and functions. Computer software, including basic bindery & postal functions. Modern office procedures and equipment. High-volume duplicating/postal or bindery equipment and functions. Equipment used to collate, weigh and stamp mail.
Skills To
Establish and maintain cooperative and effective working relationships. Identify, sort and deliver inter-office mail. Lift and move objects weighing up to 50 pounds. Operate a personal computer. Follow oral and written instructions. Pay close attention to detail. Prioritize work, process many assignments at one time and meet deadlines. Work overtime for special projects as required. Operate a variety of equipment involved in collecting, collating, weighing, and stamping mail. Operate high-volume postal and bindery equipment. Perform routine cleaning, maintenance and repair of duplicating, bindery or mailroom equipment.
Desirable Qualifications
+ Experience in mailroom operations, including sorting and distributing incoming mail and packages, and preparing outgoing mail.
+ Proficient in operating Quadient, NeoPost, or Pitney Bowes inserters and postage meters, as well as Ricoh copiers and digital presses.
+ Familiarity with bindery equipment (e.g., folders, binding machines, laminators) and mailroom management software such as Quadient SMART Outbound or Mailstream On Demand.
+ Ability to work collaboratively to ensure timely and accurate production of outbound mail.
+ Knowledge of mailing, print, copy, and finishing industry best practices.
+ Strong customer service, communication, and multitasking skills; detail-oriented and reliable in fast-paced environments.
+ Effective team participant who follows procedures and completes tasks with limited supervision.

This role will be an on-site role that will require being in person at one of SMUD's campuses daily to complete work tasks.
