    Job Description

    AECOM’s Disaster Recovery Division is seeking a knowledgeable, driven Disaster Response Operations Manager. This role will serve as a seller-doer to support the division’s growth initiatives as well as the execution of projects.

    The Operations Manager will be responsible for the following:

    + Oversee and direct the implementation of Disaster Recovery projects.

    + Assist state, local, territorial, tribal governments and non-profit organizations in administering FEMA, HUD, or other grant programs for disaster recovery and resilience. This includes providing guidance to clients, reviewing documents for compliance with program requirements, and providing advice on disaster recovery initiatives.

    + Lead the identification and development and operational design of new service lines.

    + Monitor and understand the financial performance within assigned portfolio of projects. Provide guidance to project managers on the execution of compliant projects.

    + Manage/lead major project efforts, requiring complex coordination across multiple systems and processes.

    + Monitor project execution and documentation for compliance with federal and/or state regulations.

    + Oversee the implementation and operations of the project, which may include oversight and distribution of resources within a specific functional area.

    + Oversee and coordinate with the project team on tasks to ensure schedule and budget are maintained.

    + Accountable for overall financial success and delivery of AECOM Program Management agreement.

    + Develop project plans by creating project goals, budget, and deliverables. Identify project tasks, workflows, and resource requirements.

    + Interact with clients assuring satisfaction with AECOM services and interacting with project delivery staff to ensure any service issues are identified and addressed in a proactive manner.

    + Support division growth strategies in conjunction with the Division Manager and Growth and Strategy Lead to include assisting in proposal efforts, developing and maintaining client relationships, and participating in client workshops.

    + Lead major pursuits as Capture Manager including the identification of leads, establishing contact with potential clients, and leading/participating in proposal development.

    + Build strong relationships and communications network by interacting regularly with clients, teaming partners, industry groups and stakeholders linked to the market sector.

    + Build and maintain client relationships through expertise, networking, and providing value to existing and potential clients.

    Qualifications

    Minimum Requirements

    + Bachelor’s degree and 10+ years of demonstrated equivalency of experience and / or education, including 2 years of leadership.

    Preferred Qualifications:

    + 10+ years of demonstrated past performance with FEMA Public Assistance, FEMA Hazard Mitigation Grant Programs, or HUD.

    + 5+ years managing a program, project or functional area

    + Possess flexibility to respond to and manage different tasks, often with competing priorities;

    + Proven ability developing strategy, preparing proposals, negotiating contracts, and executing Disaster Recovery projects.

    + Demonstrated ability to lead teams across business lines

    + Excellent verbal and written communication skills.

    + Documented experience managing cross-functional teams of program staff and technical experts

    + Extensive knowledge of local, state and federal disaster recovery markets.

    + Financial and business acumen.

    + Knowledge and skills in Federal grant provisions and requirements.

    + Knowledge of federal procurement, labor compliance, environmental requirements.

    + Possess flexibility to respond to and manage different tasks, often with competing priorities.

    + Advanced time management skills which utilize high-level strategies in managing time, productivity, and effectiveness.

    Additional Information

    Offered rate of compensation will be based on individual education, qualifications, experience, and work location. The range for this position is $150000 to $185000.
