Job Summary
Position is accountable for the department's technology systems. The incumbent is responsible for administration, management, configuration, documentation, scripting, and end-user support of all DPW systems, including assurance of data integrity. Works independently with minimal supervision. Develops consensus and establishes work processes across functional areas where necessary. Helps to establish and/or ensure technological policies and procedures for the Department are adhered to in an effective manner. Knowledge of established policies and procedures is required, but independent judgment is regularly utilized when there are no available policies and procedures, and errors in judgment may cause inconsistencies and inconveniences that impact the department's ability to operate through its systems. Position reports to the Administrator of Strategy and Technology.

Position Responsibilities
Key Responsibilities
+ Serves as the systems owner and administrator for all DPW Operations and Engineering functions including, but not limited to, InforPS, CIP, SnowFighter, etc.
+ Oversees all data management, including data entry into department systems to ensure system/data integrity
+ Manages the Office Assistants team which inputs all work orders for the department, appropriately documenting assets, staff, and materials used in daily operations and snow operations
+ Coordinates with the Information Services Agency and Operations Division snow team to schedule assistants, start/stop the Snow Fighter application, monitor plow activity and assistant engagement, monitor the public-facing GIS application, and close-out and validate all associated work orders during snow events within Marion County
+ Events must be managed in 12-hour shifts, typically involving overnight hours and weekends
+ Assist in the monitoring, tracking and data entry related to contractors during snow events in Marion County
+ Administer within Infor PS system: adding/editing users within system, managing all system data tables including employees/assets/locations/segments within system, maintaining third-party accounts and assets for partners such as CEG, creating new group profiles and reporting codes as needed, reconciling inventory module with PeopleSoft master table, developing reports for frequent or one-off requests
+ Accountable for providing all routine and ad hoc system reports including public records requests, media requests, cost analysis, resource/support distribution, KPI analysis, and tracking of state and federal reporting related to grants, funding, and emergency events
+ Analyzes business processes and coordinates the design, build, maintenance, configuration, user-acceptance testing, and training of staff when modifications to operating systems are implemented.
+ Provides input and oversight for systems-related department contracts
+ Communicates changes, upgrades, and major issues with managed systems to department leadership and Enterprise IT
+ Works closely with City departments, primarily the Information Services Agency, to determine needs, project expectations and solutions for the department
+ Monitors interfaces and integrations with enterprise systems such as the Mayor’s Action Center’s Salesforce platform
+ Updates and provides documentation for software and projects
+ Maintains an awareness of the latest technology, regulatory, and technology development trends in the industry and applicability to the needs and requirements of the department
+ Acts as Office Manager for West Street Operations Garage and the Operations Division
+ Manages the guardrail contract and ordering process for the Operations Division
+ Monitors all salt quantities throughout the year, but especially during snow season. Records salt usage through Infor and Snowfighter. Coordinates with garage superintendents to validate usage. Processes salt orders with vendors and in PeopleSoft. Provides salt usage and cost analysis to DPW Finance
+ Coordinates uniform orders and fittings for the Operations Division staff, including reconciling uniform bills
+ Serves as a liaison between the Engineering and Operations divisions providing street and sidewalk repair priorities for the street maintenance crews
+ Facilitates partnerships and acts as a data/technology liaison to internal and external partners including Citizens Energy Group, the Department of Parks and Recreation, the Department of Business and Neighborhood Services, and the Mayor’s Action Center
+ Hires, develops, and provides guidance to his/her staff
+ Responsible for staff scheduling and all timekeeping functions
+ Conducts staff meetings and completes employee performance appraisals, monitors project performance and the utilization of skills
+ Must maintain confidentiality at all times

Qualifications
Bachelor's Degree in Computer Science, Computer Technology, Business Management, or related field with five (5) years of relevant experience. One (1) year of related work experience may be substituted for each year of required education. Extensive knowledge of InforPS Software and Microsoft Office is required. Must possess the ability to effectively communicate, both orally and in writing. Ability to coordinate several projects and work with deadlines is required. Ability to systematically analyze complex problems, draw relevant conclusions and implement appropriate solutions is required. Must have a valid driver's license.
Preferred Job Requirements and Qualifications
Prior work experience in operations or project management is preferred.
