We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid, to full-time in the office. Description of Job
The Government Relations Division in the Policy, Communications & Administration Office welcomes your application for the Legislative Analyst position. This division exists to communicate on behalf of the Department of Health Care Policy & Financing with the General Assembly and to provide legislative recommendations to the Executive and Leadership Committees through research and analysis of state, local, and federal policy and issues. This position is integral to the passage of the Department’s non-fiscal legislative agenda and, at the direction of the Legislative Liaison, leads efforts to develop proposals internally, to garner legislative support, and to engage with the Governor’s office, as appropriate. This position is expected to be at the State Capitol two to three days per week during the Legislative Session and covers relevant committee hearings, and other activities.
Responsibilities in this position include:
+ Staff Authority on developing legislative materials, tracking of legislative reports and legislative requests for information, bills, implementation status of bills and budget requests, and researching and responding to constituent requests.
+ Works across the Department, developing strong relationships across all levels, including the Executive Leadership Team, the Senior Executive Team and the Executive Director.
+ Engages with the Senior Executive Team and Government Relations team to develop legislative strategy.
+ Actively keeps the Department aware and informed of legislative activities, maintains our integrity at the Capitol and away from it by providing timely responses, representing the Department well and ensuring we have implemented all bills appropriately.
+ Utilizes research and analysis skills to prepare HCPF SMEs and executives for legislative hearings by developing talking points, organizing the logistics for testimony, and providing day of support.
+ Keeps legislative calendars, hearing invites and serves as the staff lead for coordinating JBC written responses and presentation development. with keeping legislative calendars, hearing invites and serves as the staff lead for coordinating JBC written responses and presentation development.
+ Tracks all bills, throughout the legislative session, impacting the department from concept through implementation and provides updates on implementation status of bills and legislative reports.
+ Researches and analyzes existing health programs; proposals for new legislation; the impact of proposed legislation and/or bills on the Department; and recommends changes (e.g. policy, statutory, systems, programs, etc.) for improvement or action based on analyses to the Legislative Liaison and Government Relations Director.
+ Streamlines communication of complex public medical assistance programs administered by the Department, and all related policies and changes between the Department, and legislators and stakeholders.
+ High-level communication responsibilities include but are not limited to: legislative and budget proposals; health care reform implementation plans; medical program eligibility expansion and other enhancements; and designing, developing and distributing executive level communication materials such as Joint Budget Committee presentations and budget request factsheets.
+ Works with the Government Relations Director and Legislative Liaison on meeting coverage and day to day delegation of duties.

MINIMUM QUALIFICATIONS:
Experience Only:
Seven (7) years of full time professional experience in government, public policy, healthcare, government/legislative communications or related field.
OR
Education and Experience:
Bachelor's degree from an accredited institution in Political Science, Public Policy, Public Health, Business, Communications, or related field AND three (3) years of full time professional experience in government, public policy, healthcare, government/legislative communications or related field.
Appropriate education will substitute for the required experience on a year-for-year basis.Relevanteducation will be calculated as the following:
+ An associate will count as two years of experience
+ A bachelors will count as four years of experience
+ A masters degree will count for six years of experience
+ A doctorate or juris doctorate degree will count for seven years of experience
PREFERRED QUALIFICATIONS
+ Public health and Medicaid policy analysis experience
+ Experience tracking and analyzing proposed legislation, presenting findings and recommendations regarding legislative status
+ Presentation experience on health policy to various stakeholders
+ Demonstrated project management experience
+ Prior State experience related to the duties of this position
