Responsibilities You will serve as Explosive, Environmental and Occupational Safety and Health (OSH) Technical Specialist at the Naval Surface Warfare Center (NSWC) Indian Head Division, Picatinny Detachment. You will be responsible for evaluating the NAVOSH (Navy Occupational Safety and Health), Environmental and Explosive Safety Programs. You will inspect explosive and industrial operations, facilities, magazines, and equipment and review documentation for adherence to safety's standards and precautions. You will provide guidance on rules and regulations pertaining to industrial safety and the safety aspects of explosive shipment, receipt and storage of propellants, explosive and/or dangerous materials. You will ensure explosive shipment, receipt and storage of propellants, explosive and/or dangerous materials are conducted in compliance with quantity, distance, compatibility, and security requirements. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating working conditions or operating processes, mishaps and hazardous conditions in order to promote the safety and occupational health program to include providing safety education or developing new safety and occupational health measures, procedures or employees. This announcement uses the Naval Sea Systems Command (NAVSEA) Science and Technology Reinvention Laboratory (STRL) Direct Hire Authority for STRL Mission Support to recruit and appoint qualified candidates to positions in the competitive service. You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Command Dept (00), in the Ordnance Assurance & Safety Office (00SA) of Naval Surface Warfare Center Indian Head Division located in Picatinny Arsenal, NJ. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $161,448. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
