Summary You will serve as a Contracting Officer's Representative (COR) in the BUSINESS OPERATIONS DIVISION, DIGITAL ENGINEERING DEPARTMENT of NAVAL SURFACE WARFARE CENTER, located in Port Hueneme, CA. Responsibilities You will be assigned tasks through the branch supervisor and be responsible for effective management, documentation and reporting of assigned contracts. You will maintain accurate and complete records of the contract, including all correspondence, modifications, and changes. You will display knowledge of Government acquisition principles, Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR), Navy Marine Corps Acquisition Supplement (NMCARS), Naval Sea Systems Command (NAVSEA) policy, etc. You will perform COR duties within NSWC PHD, including its subordinate detachments and regional offices. You will carry out administrative functions in support of the day-to-day operations of awarded procurements. You will assist both the Contracting Officer and the technical codes in planning, soliciting, administering and exercising financial, programmatic and technical oversight on contracts, task orders and other procurements. You will participate in pre-award activities to help customers define their contractual requirements and formulate the necessary procurement documents. You will carry out fiduciary oversight functions on awarded procurements and track funding to ensure their proper application to contractual tasking. You will review and approve invoices; as well as, monitor financial expenditures on procurements and recommend solutions for larger problems. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing analytical and administrative support related to acquisition and contract management for the procurement of materials or services in compliance with Federal regulations. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: For the NT-04 pay band: Successful completion of a Ph.D. or equivalent doctoral degree; OR Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR Successful completion of an LL.M. degree that is related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. Additional Information This position is part of the Warfare Centers Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to GS-11 and GS-12.
