Job Description
The Owner’s Representative Civil Project Manager ensures projects align with the owner’s vision, budget, schedule, and quality standards. This role acts as the primary liaison between Dominium and stakeholders, including civil engineers, architects, contractors, consultants, and government agencies. It requires expertise in civil engineering principles, project management, and affordable housing development.

Skills and Requirements
• Bachelor’s degree in Civil Engineering
• PE license preferred
• 10+ years in civil engineering, construction management, or project management (multi-family housing experience strongly preferred)
• Proficiency in Revit, AutoCAD, project management tools, and MS Office
• Strong knowledge of building codes and zoning regulations
• Excellent communication and organizational skills • Oversight of civil design (not hands-on design work)
• Guide civil engineers and ensure compliance
• Review site designs, utilities, stormwater systems, and permitting
• Coordinate with architects and large earthwork firms
• Problem-solving and critical thinking
• Geographic knowledge across the U.S.
• Senior-level role with strong leadership
• Monitor entitlement processes and maintain communication with agencies
• Review due diligence documents and integrate findings into designs
• Oversee third-party civil design deliverables (site plans, grading, drainage, utilities, lighting, landscaping)
• Ensure coordination among civil, landscape, architectural, structural, and MEP consultants
• Approve civil drawings at all stages
• Recommend value engineering strategies
• Participate in bidding and proposal evaluations
• Resolve civil issues during construction
• Develop design standards and historical databases
• Mentor team members
• Travel to project sites as needed
