About the Role
Join one of the most diverse and innovative engineering design teams with multiple specialties within the transportation sector. The Port Authority’s airports, ports, ferries, tunnels, bridges, bus terminals and rail transportation systems are important transportation links in the region. The Traffic Engineering unit within the Engineering/Architecture Design Division serves a unique role within the Port Authority by providing engineering planning, operation and design services throughout the Agency with close coordination with external stakeholders, including Federal, State and local transportation and regulatory agencies.
The Staff Services Traffic Engineer will be responsible for oversight and support at PANYNJ Facilities to improve safety and provide efficient traffic operations and customer experience. This position will be responsible for leading traffic engineering projects and assignments for specific Facilities, by serving as the lead traffic engineer, performing technical designs, and liaison with other Engineering and Line Department staff. This position will manage a team of on-site/extension of staff consultants performing work, ensuring designs conform to applicable standards/guidelines/codes while collaborating with PANYNJ Facilities and Line Departments.
Responsibilities:
+ Providing traffic engineering operational assessments of streets, highways, bus facilities, and transit facilities.
+ Preparing Maintenance of Traffic (MOT) plans.
+ Developing traffic control device and/or geometric plans
+ Developing operational plans in collaboration with PA Facilities, tenants and partner agencies, including incident management planning.
+ Performing transportation flow, capacity, and level of service analyses to inform decision making, through both traditional traffic simulation modeling as well as leveraging traffic data hubs, trending analysis, data analytics, and visualization platforms.
+ Assessing and updating highway signing and signing systems, including pedestrian wayfinding with a focus on the customer experience
+ Issuing work orders to the Port Authority Sign Shop for the implementation of traffic signs, pavement markings, and delineators.
+ Issuing work orders to Port Authority Facility Maintenance Shops for traffic signals and roadside safety devices (i.e. barriers, guiderail and impact attenuators).
+ Developing, reviewing, and/or managing traffic-related scopes of work, budgets, and schedules for traffic operational assignments.
+ Developing and maintaining records of all project agreements, finances, reports, and documents.
Minimum Qualifications:
Candidates must present the following qualifications to be considered eligible for this position:
+ Bachelors Degree in Engineering with major coursework in Civil/Transportation Engineering from an accredited college or university
+ Minimum of five years of experience in progressively more difficult and responsible transportation engineering work in the areas of operations, safety, planning, ITS, and/or design is required.
+ Examples of relevant experience include traffic planning studies and simulation; geometric design; traffic safety studies; ITS system planning and design; signal operations, sign systems, roadside safety features, and pavement marking design; and preparation of contract drawings, technical specifications, and cost estimates.
+ Proficiency and effectiveness in written and oral communication skills.
+ Proficiency in the use of software applications such as Microsoft Excel, Word, and PowerPoint.
+ Valid Driver’s License.

+ Licensed Professional Engineer in the State of New York or New Jersey.
+ Ability to lead, manage, and prioritize multiple assignments, with prior experience supervising professional and/or technical staff.
+ Working knowledge of guidelines and standards such as, but not limited to, MUTCD and AASHTO.
+ Experience with CAD, GIS, and/or databases.

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:
Minimum: $ 97,318 Midpoint: $ 126,522 Maximum: $155,714
In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs.
