Description
The Senior HR Operations & Systems Manager is a key member of the HR Leadership Team responsible
for ensuring the accuracy, integrity, and reliability of all HR systems, data, reporting, and operational
processes at North Shore Community Health (NSCH). This position serves as the primary administrator
of the Human Resources Information System (Paylocity), overseeing workflow accuracy, system
configuration, data changes, and alignment with Payroll/Finance to support efficient, compliant HR
operations.
In addition to leading HR analytics, compliance documentation, audits, and process optimization, this
role also manages the Talent Acquisition Specialist and oversees the recruiting and staffing functions,
ensuring consistent, high-quality execution of hiring processes, onboarding workflows, and recruitment
operations. The Senior HR Operations & Systems Manager partners closely with the HR Manager and VP
of HR to ensure seamless coordination across recruitment, onboarding, compensation updates,
credentialing processes, and compliance requirements.
This position plays a critical role in strengthening HR’s infrastructure, reducing operational and
compliance risk, maintaining accurate employee data, and improving the reliability of HR systems and
processes. Cross-training across key HR operational functions is essential to ensure appropriate
departmental coverage and continuity. The role requires strong technical, analytical, supervisory, and
communication skills, paired with the ability to translate complex information into actionable guidance
for HR staff, managers, and organizational leadership.

Essential Duties and Responsibilities
Talent Acquisition Oversight & Supervision
+ Provide direct supervision, guidance, and performance management for the Talent Acquisition Specialist, ensuring high-quality recruiting operations and consistent adherence to HR processes.
+ Oversee TA workflow alignment with HR systems, ensuring accurate data entry, requisition tracking, onboarding status updates, and consistent documentation.
+ Monitor key recruiting metrics, including time-to-fill, candidate pipeline activity, vacancy reporting, and compliance steps; provide regular reporting to HR leadership.
+ Ensure all job postings, offer letters, onboarding packets, and recruitment communications follow established HR standards, policies, and formatting requirements.
+ Partner with the HR Manager to ensure seamless coordination during high-volume recruitment periods, onboarding cycles, or staffing surges.
+ Support continuous improvement of recruitment processes, templates, offer workflows, and system configurations within Paylocity’s ATS and Onboarding modules.
+ Provide coaching and development to the Talent Acquisition Specialist to improve efficiency, consistency, and customer service in the hiring process.
+ Ensure TA processes remain compliant with state and federal regulations, credentialing requirements, and internal policies.
HR Systems & Data Management
+ Serve as the HR-Paylocity system owner, including configuration, workflows, permissions, troubleshooting, and system enhancements.
+ Process all employee lifecycle data updates—compensation changes, status changes, job/department changes, supervisor updates, and transfers.
+ Ensure the accuracy and integrity of HRIS data through routine audits and close coordination with Payroll and Finance.
+ Maintain workforce analytics dashboards and reporting tools to support strategic and operational decision-making.
+ Reporting, Analytics & Compliance
+ Produce and maintain recurring reports including staffing dashboards, turnover, workforce metrics, compensation changes, LOA tracking, and personnel activity reports.
+ Prepare audit documentation for HRSA, FTCA, OSHA, ADA, EEO, and internal compliance reviews.
+ Conduct quarterly internal audits of HR files, I-9 forms, job descriptions, credentialing documentation, and compensation alignment.
+ Maintain organized, compliant digital and physical HR documentation systems.
HR Risk Management
+ Identify and escalate HR operational risks related to data accuracy, compliance gaps, workflow inefficiencies, and documentation requirements.
+ Support the VP of HR with risk mitigation strategies and continuous monitoring of compliance-related processes.
+ Ensure HR processes meet regulatory, accreditation, and audit-readiness standards.
+ Compensation Support
+ Assist the VP of HR with compensation analysis, salary change processing, market adjustment tracking, and alignment with internal compensation structures.
+ Support annual compensation cycle setup, data audits, and reporting.
+ Partner with HR Manager to maintain consistent application of compensation guidelines.
HR Operations & Process Optimization
+ Develop and maintain HR SOPs and process documentation across all HR functions.
+ Lead HR workflow improvements, form redesigns, and process mapping for onboarding, offboarding, credentialing, data changes, and performance cycles.
+ Serve as project manager for HR operational priorities, system enhancements, and HR calendar deliverables.
+ Cross-Training & Department Support Across All Eight HR Pillars
+ Cross-train with HR Manager to ensure seamless coverage for core HR functions and sensitive processes.
+ Provide support across all eight pillars of HR as needed, including:
Recruitment & onboarding
+ Employee relations support (data gathering, documentation)
+ Compensation data and alignment
+ Benefits data and coordination
HRIS and reporting
+ Compliance tracking and reporting
+ Training and development support
+ Culture & engagement initiatives
+ Provide selective cross-training support to the Talent Acquisition Specialist as appropriate.
Collaboration & Communication
+ Partner with Finance, Operations, and department leaders to ensure accurate, timely HR processes.
+ Provide excellent customer service and technical guidance to staff and managers on HR systems and workflows.
+ Translate complex data or system processes into clear action steps for internal stakeholders.
+ Other duties as assigned
Required Skills and Abilities
+ Strong understanding of employment law (MA state law strongly preferred).
+ Strong understanding of employment law (Massachusetts state law preferred).
+ Advanced proficiency in Excel/Google Sheets (formulas, pivot tables, data analysis) and analytics tools.
+ Ability to maintain data accuracy and integrity through audits and lifecycle updates.
+ Skilled in reporting and analytics, including workforce dashboards and compliance reporting.
+ Competence in risk identification and mitigation for HR operations and compliance gaps.
+ Strong project management skills for HR operational priorities and process improvements.
+ Ability to develop and maintain HR SOPs and optimize workflows.
+ Excellent collaboration and communication skills to partner with cross-functional teams.
+ Customer service orientation with ability to translate complex data into actionable steps.
+ Analytical and problem-solving skills for data-driven decision-making.
+ Ability to multi-task and cross-train across all HR pillars (recruitment, onboarding, benefits, employee relations, compliance, training, engagement).
Requirements
Education & Experience
+ Bachelor’s degree in HR, Business Administration, Data Analytics, or related field (or equivalent experience).
+ 6–8 years of progressive HR experience with emphasis on HR operations, HRIS, and compliance.
+ Prior experience with Paylocity or comparable enterprise HRIS (e.g., ADP, UKG, Paycom, Workday
+ Experience in non-profit, FQHCs, or community health environments.
+ Credentialing or clinical workforce coordination exposure.
+ Certification in HR (PHR, SHRM-CP, HRIP) preferred.
