    Duties Description The Historic Preservation Programs Analyst (HPPA) provides critical support to the Division for Historic Preservation (DHP) for agency-wide initiatives through professional writing, research, program coordination, and communications. The HPPA serves as a key point of contact for internal and external stakeholders and plays an integral role in amplifying agency priorities, supporting public-facing programs, and advancing historic preservation initiatives. Responsibilities include developing written materials, coordinating events, producing digital media, assisting with special projects, and strengthening public engagement. The duties of the Historic Preservation Programs Analyst include, but are not limited to:COMMUNICATIONS, CONTENT DEVELOPMENT, MEDIA BRANDING, and EXTERNAL RELATIONS• Prepares written content for the Preservation Switchboard Newsletter, the Parks intranet, social media platforms, agency blogs, and develops and maintains the DHP intranet structure and content to ensure accuracy, clarity, and ease of use.• Identifies potential historic preservation stories and projects suitable for inclusion in agency media outlets, updates and maintains agency public-facing and internal documents to ensure current and consistent messaging.• Drafts presentations, talking points, and internal communications for agency leadership related to historic preservation initiatives, designs promotional and educational materials, and develops marketing strategies to expand the visibility of DHP programs.• Serves as a point of contact for media inquiries and coordinates with Public Affairs as needed. Under the direction of Public Affairs, liaise with the Governor’s Office regarding press releases, events, media requests, and initiatives relevant to the Division for Historic Preservation.• Collaborates with agency staff and external partners to ensure DHP print and digital materials align with agency branding and communication standards.PROGRAM & PROJECT SUPPORT• Provides support for the Interpretive Programs Fund, Our Whole History initiative, and other DHP programs.• Assists in preparing materials for the annual Historic Preservation Fund Congressional Advocacy event.• Serves as grant officer for the Interpretive Programs Fund, helping to manage documentation, applications, and reporting requirements.EVENT PLANNING & PUBLIC ENGAGEMENT• Assists with planning and implementing major agency events, meetings, and public programs.• Develops, coordinates, and manages special events to promote historic sites and preservation initiatives.• Prepares and delivers seminars, webinars, lectures, and educational programs on historic preservation topics.• Conduct outreach to the public on special initiatives and DHP policies and programs.COLLECTIONS & INTERPRETIVE SUPPORT• Serves as a member of the collections committee to review items for loan, acquisition, or deaccession.• Documents the historical significance and accuracy of program content, demonstrations, and interpretive materials.PARTNERSHIP DEVELOPMENT• Builds and maintains professional relationships with schools, community organizations, and professional groups to promote agency programs and secure support for historic preservation initiatives.• Identifies and expands opportunities to highlight DHP programs across diverse audiences.

     

    Minimum Qualifications NY HELPS Qualifications:The qualifications for appointment through the HELPS program are:Either 1. a bachelor’s degree in archaeology, art history, architectural history, cultural anthropology, historic preservation,historic preservation planning, public history, urban history or US history, and TWO years of experience in a technical orprofessional capacity working with historic preservation projects;Or 2. a master’s degree or higher in any of the above disciplines and ONE year of qualifying experience as noted above. Non-qualifying degrees include but are not limited to: anthropology, medieval history or military history.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.Transfer Qualifications:One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.55-b/c Qualifications:This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.*If verifiable, we will accept and prorate appropriate part-time and volunteer experience.*NY HELPS PROGRAM:For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.
