Summary Individual assists the Government’s NAVWAR FRLLD Fleet Support Program Manager by providing programmatic, technical, analytical, and administrative support services to ensure the operational readiness of Naval C4I systems across surface, shore, and subsurface platforms. These services will include providing C4I system and Fleet operations Subject Matter Expert (SME) support for Deployed Group System Interoperability Testing (DGSIT), Casualty Reporting (CASREP) trend analysis, and C4I system casualty resolution. The individual has to have strong interpersonal, communications, analytical, and technical skills. Essential Duties and Responsibilities • Provide programmatic, technical, analytical, and administrative support to the NAVWAR FRLLD Fleet Support Program Manager in the execution of the following duties and responsibilities. • Deployed Group System Interoperability Testing (DGSIT) Support: • Coordinate with NAVIFOR for all DGSIT events, including scheduling, planning, and execution. • Identify and coordinate with SMEs during DGSIT events, who will provide technical guidance and troubleshooting support to participating units. • Document and track C4I system discrepancies identified during DGSIT. • Collaborate with shipboard SMEs, NAVIFOR, and other stakeholders to resolve DGSIT-related issues. • C4I System Discrepancy Tracking and Reporting: • Maintain a comprehensive tracking system for all C4I system discrepancies to include CASREPs, Jobs, and Trouble Tickets reported from the Fleet. • Collaborate with shipboard SMEs, NAVIFOR, and other relevant organizations to gather information and resolve C4I system discrepancies. • Prepare and deliver regular reports to internal and external stakeholders, including TYCOMs and other SYSCOMs, on the status of C4I system discrepancies. • Develop and present clear, concise, and accurate reports on C4I system readiness. • CASREP Trend Analysis: • Research historical CASREP data to identify recurring trends and potential systemic issues. • Utilize available digital tools and databases on both SIPRNet and NIPRNet to gather and analyze CASREP information. • Disseminate findings and recommendations to internal and external stakeholders to facilitate informed decision-making regarding resource allocation and problem resolution. • Leverage experience in data mining and predictive analytics to forecast potential C4I system issues and proactively implement preventative measures, minimizing disruptions to Naval operations. • C4I Casualty Support: • Provide direct support to the Fleet in resolving C4I system casualties. • Collaborate with internal and external entities, including Program Office representatives, ISEAs, RMCs, TYCOMs, and NAVSUP, to develop, schedule, and track C4I system support plans. • Expedite the resolution of C4I system degradations to minimize impact on operational readiness. • Participate in recurring C4I system discrepancy meetings. • Documentation and Knowledge Management: • Maintain accurate and up-to-date documentation of all activities and findings. • Contribute to the development and maintenance of a knowledge base of C4I systems and best practices. • Exercises discretion and independent judgement in representing and/or resolving matters of significance on behalf of the customer. • Individual reports to an exempt onsite Government Fleet Support Program Manager. *This list is not intended to be all-inclusive and may be expanded to include other duties and responsibilities. Required Qualifications • Bachelor’s Degree in a technical area. (may use 8-10 years of Navy C4I system technical/engineering experience to substitute for the degree requirements) • Six (8) years of experience working with Naval C4I systems; preferably in a Fleet environment. • Understanding of Naval C4I system architectures to include data flow and interoperability requirements. • Knowledge of DGSIT processes and procedures. • Working knowledge of digital tools and databases for data analysis and reporting. • Strong analytical and problem-solving skills. • Proactive, self-starter, able to work effectively on an individual basis and as part of a team; requires limited to no supervision. • Excellent English communication skills both verbally and written • Strong working knowledge and experience with Microsoft Office suite of software applications, e.g., Outlook, PowerPoint, Word, Excel, Project, etc. • Experience working with MS PowerApps and PowerBI. • Must be able to successfully pass the required drug test. • SECRET Security Clearance (required). Desired Qualifications • Bachelor’s Degree in an engineering, computer science, or Information Technology (IT) field. • Ten (10) years of experience working with Naval C4I systems; preferably in a Fleet environment. • Experience working at and/or with NAVWAR (FRD), PEO C4I PMWs, NIWC PAC/LANT, NAVIFOR commands regarding Naval C4I systems. • Experience with Navy maintenance and logistics processes for C4I systems • Experience with the Navy CASREP system, and its reporting and management processes. • Experience operating and maintaining Navy C4I systems in a Fleet environment, to include forward deployment environments.
