    This position is a Fiscal Services Administrator within the Financial Management Division with management responsibility in various aspects of the Division’s ongoing operations. The core responsibilities of this position include leadership of the financial management division, advanced level budgeting, ongoing financial management including variance analyses and monthly budget forecasting, auditing, and financial analyses and modeling including compilations of fiscal notes for Bills presented by the legislature. These tasks are critical for the Division to carry out its mission effectively.

     

    This position is essential to the development, preparation and management of the agency’s budget to ensure attainment of sufficient budgetary resources with a $266 million operating/capital budget. The incumbent is relied upon to provide informed analysis and oversight of the budget process from its initial development to its ongoing execution. Financial management responsibilities are also a significant aspect of this position. This includes monitoring incoming agency revenues to ensure adherence to the agency’s legislative cost recovery mandate and developing corrective action when needed, oversight of the agency’s State/Federal grant financial reporting requirements and development of Generally Accepted Accounting Principles (GAAP) schedules.

    Some of the essential duties of the Financial Management Manager include, but are not limited to the following:

    + Developing, formulating, preparing, and managing of the agency’s budget to ensure attainment of sufficient budgetary resources. The incumbent is relied upon to provide informed analysis and oversight from its initial formulation to its ongoing execution

    + Ongoing financial management including variance analyses and monthly budget forecasting, auditing, and financial analyses and modeling including compilations of fiscal notes for Bills presented by the legislature.

    + Monitoring the cost recovery modal which tracks the level of MVA miscellaneous fee collections to ensure compliance with legislative mandate and monitoring the collection of revenue by the Administration to make certain that the collection of miscellaneous fee revenue is sufficient to meet the level required by legislative mandate.

    + Managing the agency’s financial resources appropriately and efficiently. There are three (3) areas where this information comes from. Ensuring adherence to the agency’s cost recovery mandate, providing oversight of the agency’s State/Federal grant (non-Maryland Highway Safety grants) financial reporting, and the development of General Accepted Accounting Principles (GAAP) schedules.

    + Performing detail auditing functions as part of the responsibilities. This includes ongoing expense/revenue reconciliations of the agency’s MHSO federal grant funding as well as ongoing reviews of financial data in FMIS to ensure proper coding of expenses/revenues

    + Performing various types of financial analyses on a as needed basis. These analyses are used by TSO for budget purposes, by MVA senior/mid-level management for decision making purposes, and by other internal/external customers for informational purposes.

     

    The current vacancy exists at MDOT MVA in the Office of Financial Management, which is located in Glen Burnie, MD. (Anne Arundel County).

    Qualifications

    Preferred Qualifications

    Education: Bachelor’s degree from an accredited college or university in Finance, Accounting, Business Administration, Public Administration, Economics, or a closely related field is required

     

    Experience: Six (6) years of professional experience in budget administration, governmental accounting, financial management, auditing, or fiscal analysis, preferably within a public-sector or large, complex organization. Three (3) years of supervisory experience.

    The ideal candidate will possess:

    + Strong knowledge of state budgeting processes, fund structures, and expenditure/revenue controls.

    + Expertise in financial analysis, forecasting, and modeling.

    + Ability to interpret complex fiscal data and provide clear, actionable recommendations to leadership.

    + Strong analytical and auditing skills with high attention to detail.

    + Ability to manage competing priorities and deliver accurate work in a deadline-driven environment.

    + Excellent communication skills to convey financial information to non-financial audiences.
