The primary purpose of this position is to assist in the planning, management, and administration of a comprehensive year-round base youth and teen recreation program, and the facilities used in conducting the activities. Responsibilities Assists in the planning, direction, organization, and management of diverse, multi-faceted and comprehensive youth and teen programs which include the 5 core program areas of Character and Leadership Development, Education and Career Development, Health and Life Skills, The Arts, and Sports, Fitness and Recreation. Exercises supervisory personnel and management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Assists in the preparation of APF and NAF budget and analyzes and tracks financial statements, which include the expenditures required to conduct the youth and teen programs. Determines adequacy of facility and equipment. Plans and coordinates all aspects or recurring and non-recurring activities. Requirements Conditions of Employment Qualifications Conditions of Employment CONT: This position has been identified as having "regular contact with children". In accordance with (IAW) Public Law 101- 647 Section 231, Public Law 102-190, Section 1094, and DoD Instruction 1402.05, background checks are required. DD Form 2981 Basic Criminal History and Statement of Admission, Installation Records Check, FBI fingerprint, and Tier 1 with a State Criminal History Repository (SCHR) checks will be completed on any person selected for this position. Renewal every five years of the Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981. This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations. Applicants tentatively selected for appointment to this position will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations. In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for GS-0188. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Program planning and leadership skills to devise and implement a youth services program that will stimulate and sustain the interests of participants and challenge them so they may benefit from the physical, psychological, and social values derived from recreational activities. OR EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. The education must have been obtained in an accredited college or university. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of experience as described and I have less than the full amount of education. Therefore, I have a combination of experience and education as described above. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, concepts, developmental appropriateness and techniques of programs for youth and teens. 2. Knowledge of program and facility maintenance, safety, and environmental regulations, practices, and procedures as well as facility design and equipment selection and purchase. 3. Ability and skill in teaching and communicating effectively with others both orally and in writing to promote and report on the program, train paid staff and volunteers and to resolve problems and answer questions relating to the program. 4 Skill in preparing budgets, program evaluations, and facility administration; managing financial and physical resources of teen programs, and in organizing and utilizing available resources within the program framework. 5. Knowledge of personnel management policies and practices to include the ability to adjust work operations to meet emergencies, changing program or production requirements within available resources and with minimum sacrifice of quantity or quality of work. 6. Skill in supervising: and leading a team of individuals composed of professionals, paraprofessionals, volunteers and parents. Ability to train individuals effectively, PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
