In October 2022, New York State Governor Kathy Hochul announced the creation of the permanent Office of Resilient Homes and Communities (RHC), which assumed the New York State Governor’s Office of Storm Recovery’s (GOSR) portfolio of disaster recovery projects. GOSR had been established as a temporary agency in 2013 to coordinate statewide recovery efforts for Superstorm Sandy, Hurricane Irene, and Tropical Storm Lee. GOSR administered approximately $4.4 billion in flexible funding made available by the U.S. Department of Housing & Urban Development (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR) program to concentrate aid to four main areas —Housing Recovery, Small Business, Community Reconstruction and Infrastructure.
RHC now serves as the lead principal office responsible for the administration of New York State’s multiple CDBG-DR awards. RHC operates within the New York State Housing Trust Fund Corporation (HTFC) and the Homeownership and Community Development (HOCD) unit, which consists of the State of New York Mortgage Agency, the Affordable Housing Corporation, the Office of Community Renewal, the Office of Special Initiatives and RHC.
JOB SUMMARY
The Director of Policy and Compliance is an expansion of an existing role that adds oversight of monitoring and compliance responsibilities. In addition to advising program staff on compliant design and implementation of CDBG-DR funded programs, the expanded role will oversee all aspects of monitoring and compliance for Ida recovery and resilience programs. The role will continue to report to the Deputy Director of the Office of Resilient Homes and Communities and will supervise a newly created monitoring and compliance manager.
DUTIES
+ Serve as the policy and compliance lead for CDBG-DR funded resilience and recovery programs.
+ Supervise one policy analyst and one newly created monitoring and compliance manager.
+ Create, edit and maintain policy and program documents, including Policy and Procedures Manuals, guidance documents, Action Plan amendments, and monitoring plans.
+ Coordinate and serve as point of contact for HUD monitoring and federal and state audits.
+ Implement annual subrecipient monitoring.
+ Ensure program and subrecipient compliance with all applicable federal and state requirements, including Minority and Women-Owned Business Enterprises, HUD Section 3, Single Audit, Labor Standards provisions and Davis-Bacon and Related Acts, Service-Disabled Veteran-Owned Business requirements, among others.
+ Brief RHC senior staff on policy and legislative developments in resiliency and disaster recovery.
+ Research policy and regulations to support program compliance with applicable regulations
+ Document lessons learned and best practices.
+ Provide technical assistance and trainings on compliance requirements for subrecipients.
+ Collaborate internally across RHC and HCR units and externally with HUD.
+ Other support to HCR leadership where requested.
QUALIFICATIONS
+ Bachelor's degree with at least 7 years of relevant experience
+ Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
+ Knowledge of public policy in the areas such as disaster recovery, infrastructure, housing, economic development, and/or resiliency is necessary.
+ Experience distilling quantitative and qualitative policy analysis into written descriptions such as briefs, memos, etc.
+ Excellent writing, editing, and presentation development skills
+ Ability to work collaboratively with program and communication staff
+ Ability to research policies, procedures, and regulations
+ Must be organized and concerned about details
+ Ability to think creatively
+ Ability to manage multiple projects in a fast-paced environment
+ Strong research and analytic skills
+ Strong computer skills: Internet-research experience and knowledge of Word, Excel, and PowerPoint
+ Willingness and ability to travel within New York State occasionally.
