We are looking for a Senior Manager, Fraud Policy & Governance to lead the development and execution of fraud governance and risk policy frameworks within Vanguard’s Enterprise Risk Management function. This role serves as the first line of defense, ensuring robust controls, policies, and procedures are in place to prevent and detect internal and external fraud. Responsibilities include designing controls, ensuring control execution, partnering with controls testing teams to ensure ongoing effectiveness, maintaining fraud policies and procedures, training teams, and preparing for audits and risk assessments.
In addition, in this role you will continue to build and lead a high-performing team, establish scalable governance structures, and partner globally with stakeholders.
Responsibilities
+ Hire, evaluate, and supervise crew. Provide guidance and training as necessary to develop crew. Set performance standards, review performance, and make informed compensation decisions in accordance with all applicable Human Resources policies and procedures.
+ Develop and implement departmental goals. Plan and allocate resources to execute daily operations and departmental initiatives.
+ Oversee the development and maintenance of operational fraud risk policies through data gathering, risk review, and analysis.
+ Lead coordination with enterprise and divisional partners to ensure proper alignment to Vanguard's operational and strategic risk policies and framework. Advise and report on risk, control, and governance-related topics.
+ Partner with other first line functions across the enterprise to ensure fraud governance and risk management is comprehensive and in line with industry-leading practices.
+ Proactively identify, investigate, and recommend improvements to allow for improved risk identification and oversight.
+ Provide support and guidance to drive short- and long-term objectives.
+ Participate in special projects and perform other duties as assigned.
Qualifications
+ Minimum of eight years’ related work experience. Supervisory experience preferred.
+ Undergraduate degree or equivalent combination of training and experience. Graduate degree preferred.
+ Experience in risk management, governance, or fraud prevention within financial services or regulated industries.
+ Proven people leadership experience, including hiring, developing, and scaling teams.
+ Expertise in policy development, control design, and risk assessment readiness.
+ Ability to work in a global environment and manage cross-regional relationships.
+ Professional certifications such as CISA, CRISC, CISSP, or equivalent preferred.
+ Excellent communication and stakeholder management skills.
Candidates must live within commuting distance of one of Vanguard’s office hubs—Malvern, PA; Scottsdale, AZ; or Charlotte, NC—as this role operates in a hybrid work model.
