    The Research and Administrative Facilities (RAF) department manages the operations and maintenance of research and administrative buildings.     The Utilities Operations Supervisor will provide experienced administrative and technical supervisory support for the maintenance and operation of buildings, structures, components, systems and utilities associated within the [Department of Comparative Medicine](https://www.mdanderson.org/research/departments-labs-institutes/programs-centers/michale-e-keeling-center-for-comparative-medicine-and-research.html), in Bastrop. The Utilities Operations Supervisor will have working knowledge of central plant systems and utilities, including state regulated boilers, low pressure steam systems, pumps, valves, sensors, Building Automation System (BAS) controls, chillers, chilled water loops, Reverse Osmosis (RO) water, soft water, Heating Ventilation, and Air Conditioning (HVAC) and other equipment associated with the central plants. The Utilities Operations Supervisor will oversee supervisory responsibilities in the shops and with the technicians assigned to maintain and operate these systems.

     

    *Essential Job Functions:*

     

    The Utilities Operations Supervisor will supervise preventive, predictive, and corrective maintenance activities related to the Bastrop physical plant to increase reliability and maintain regulatory compliance of physical plant systems. The Utilities Operations Supervisor coordinates the efforts of both journeyman and non-journeyman employees to ensure continued operations within the assigned facilities area for both scheduled and non-scheduled work. Manages human resource functions, including planning, recruitment, employee relations, and development. Functions as front-line contact with clients to ensure efficient delivery of services. Oversee contracted work to ensure quality workmanship and adherence to institutional policy.

     

    The ideal candidate will have an Associate's degree in Air Conditioning/Refrigeration, Instrumentation, Electrical, Mechanical or Plumbing. The candidate will have six years' experience in a physical plant environment working with one or more of the following systems: emergency power supply system, steam production, chilled water production, and/or potable water production system to include three years of lead/supervisory experience. The candidate will have experience in building automation/building operation technology. EPA, A/C and Refrigeration Contractor, Journeyman Electrician, Journeyman Plumber, Medical Gas Piping Installation, Backflow Prevention Assembly Tester are preferred certifications.

     

    *The typical work schedule is Monday - Friday, 7 a.m. - 3:30 p.m., onsite.*

    *Hourly breakdown of salary range: Minimum $42.31 - Midpoint $52.88 - Maximum $63.46*

    *Job Duties:*

    *Facilities & Equipment Maintenance*

    • Schedule and coordinate daily shop/craft response to work orders to ensure local business unit meets goals and needs.

    • Create, document, and ensure timely execution of client requested work orders and service requests.

    • Creates requisitions for the procurement of parts, supplies, and services needed to repair and maintain the facility.

    • Ensure all work orders and service requests are captured within the Maximo Computerized Maintenance Management Software (CMMS) program per the institutional standards.

    • Participate in work order planning and scheduling process improvement initiatives.

    • Coordinates regulatory inspections and work performed by outside contractors.

    • Documents emergency equipment testing and preventive maintenance programs.

    • Prepares and submits reports.

    • Inspect facility conditions and work performed by assigned staff and contractors to ensure a standard of quality is maintained.

    • Reads, draws and interprets electrical, pneumatic, mechanical and HVAC schematics, one-line diagrams and control sequence of operations.

    • Consults in designing and initiating equipment replacements and improvements.

    *Facilities Systems Management*

    • Primarily supervises and coordinates the operations of the central plants, including state regulated boilers, low pressure steam systems, pumps, valves, sensors, BAS controls, RO systems, water softeners, chillers systems, chilled water loops, HVAC and other equipment associated with these systems.

    • Oversees campus water testing, analysis, and treatment for cooling towers, chilled water loops, boiler feed water, and public drinking water system.

    • Manages campus alarm (critical, facility & fire) responses.

    • Plans, schedules, and coordinates building and equipment maintenance down time with customers.

    • Provides technical support to ensure equipment and systems are operating efficiently and are protected from interruption.

    • Manages initiation of new contracts as needed to maintain the facility's compliance.

    *Staff Management*

    • Manages and provides leadership of all Safety Programs.

    • Aid in the establishment of departmental and safety operational policies.

    • Develops, performs, and follow-up on employee performance evaluations as required by Human Resources.

    • Makes recommendation for new hires, documents and handles other personnel actions for all assigned staff as required.

    • Handles departmental employee relations, including formally documenting (in writing) non-adherence of the Institutional & Departmental policies and employee dispute issues.

    • Provides administrative and technical directives to plant operators and technicians as required.

    • Manages staff overtime.

    *Other Duties*

    • Perform other ad-hoc duties as assigned by the Director, Operations and Maintenance.

    • Assist in preparing the departmental budget.

    • Liaison for projects, inspections and commissioning efforts.

    Education

    Required: Associate's degree in Engineering, Construction Management, Business or related field.

     

    Preferred: Associate's degree in Air Conditioning/Refrigeration, Instrumentation, Electrical, Mechanical or Plumbing or a Bachelor's Level Degree in Engineering, Construction Management, Business or related field.

    Experience

    Required: Six years' experience of experience in a physical plant environment working with one or more of the following systems: emergency power supply system, steam production, chilled water production, and/or potable water production system to include three years of lead/supervisory experience. May substitute required degree with additional years of related experience on a one-to-one basis. Successful completion of the LEADing Self Accelerate program may substitute for one year of required supervisory or management experience.

     

    Preferred: Experience in a mechanical field to include commercial installation, repair and maintenance of HVAC, refrigeration, control systems or another mechanical environment, Electronic, building automated systems and pneumatic controls experience, Plumbing experience

     

    Licenses and Certification

    Preferred:

    * First or Second Grade Licensed Stationary Engineer

    * Class D Water Operator license issued by the Texas Commission on Environmental Quality (TCEQ)

    * UC-EPA - Universal Certification Universal Certification by the Environmental Protection Agency (EPA)

    * ACRC - A/C & Refrigeration Contractor

    * JRNY-E - Journeyman Electrician

    * JRNY-P - Journeyman Plumber

    * MGPI - Medical Gas Piping Installation

    * BPAT - Backflow Prevention Assembly Tester

    * Texas Driver's License (TDL) Valid Class A, B, or C and eligible to drive state and institutional vehicles
