Purpose of Classification
The Comptroller is a senior leadership position within the City’s Finance Department, responsible for directing and overseeing all accounting operations, financial reporting, internal controls, and compliance with applicable laws and regulations. This role ensures the integrity, accuracy, and reliability of the City’s financial data, provides strategic financial guidance, and supports informed decision-making by City leadership through timely and transparent reporting.
Essential Functions
+ Direct and oversee the City’s accounting operations, including general ledger maintenance, accounts payable/receivable, payroll, fixed asset accounting, and all related financial system configurations.
+ Manage the monthly and annual financial close process to ensure accurate, timely, and complete financial reporting.
+ Prepare and/or oversee the preparation of the City’s Comprehensive Annual Financial Report (CAFR) and other required financial statements, ensuring compliance with applicable reporting standards.
+ Ensure adherence to Governmental Accounting Standards Board (GASB) principles, GAAP, and other regulatory requirements, interpreting and implementing new standards as necessary.
+ Coordinate and manage the annual external audit, serving as the primary liaison to auditors, preparing audit schedules, addressing audit requests, and facilitating the successful completion of all audit activities.
+ Develop, implement, and maintain robust internal controls to safeguard public funds, ensure fiscal integrity, and support accurate and reliable financial records.
+ Monitor and analyze the City’s financial performance, identify trends, variances, and risks, and provide recommendations for corrective actions or process improvements.
+ Support the development of the City’s annual budget and participate in long-term financial planning, providing analysis and recommendations to senior leadership.
+ Provide leadership, supervision, and mentorship to accounting staff, establish performance expectations, support professional development, and foster a culture of accountability, teamwork, and continuous improvement.
+ Collaborate with departments citywide, offering financial guidance, interpreting fiscal policies, resolving accounting issues, and ensuring consistent application of financial procedures.
+ Maintain current knowledge of public sector accounting standards, emerging best practices, and regulatory changes, and ensure appropriate updates to City policies and procedures.
+ Oversee the implementation and optimization of financial systems, working closely with IT and system vendors to ensure data integrity, system functionality, and workflow efficiency.
+ Prepare and present financial reports and updates to executive leadership, the City Manager, City Commission, and other stakeholders as needed.
+ Ensure accurate and timely completion of required filings, including state and federal reports, grant financial reports, and other mandated submissions.
+ Represent the Finance Department at City Commission meetings, public hearings, interdepartmental meetings, and professional conferences as needed.
+ Work primarily in an office environment, with occasional attendance at evening meetings or public sessions; extended hours may be required during budget preparation, year-end close, or audit periods.
Minimum Qualifications
+ Education:
Bachelor’s degree in Accounting, Finance, or related field.
+ Experience:
Minimum of 5–7 years of progressively responsible experience in governmental accounting or finance, including supervisory experience.
+ Equivalency:
An equivalent combination of education, training, and relevant experience may be considered in lieu of the stated requirements
+ Licenses/Certifications:
+ CPA is required; or must obtain within 18 months from date of employment.
+ Must possess or be able to obtain within 14 days of hire and maintain a valid State of Florida driver’s license
PREFERRED QUALIFICATIONS
Master’s degree from an accredited college or university in related field.

+ Effectively communicate expectations, performance feedback, and training to accounting staff, fostering professional development and accountability.
+ Listen and respond professionally to inquiries from internal and external stakeholders; including auditors, vendors, and the public—providing accurate information and appropriate follow-up.
+ Facilitate productive discussions during audits, budget planning sessions, and cross-departmental meetings, ensuring issues are addressed and decisions are well-informed.
+ Uses data-informed communication, presenting financial analyses, trends, and recommendations in a format tailored to the audience (e.g., charts, summaries, dashboards).

+ Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Vacation
All full-time employees accrue time toward paid vacation leave. Accrual begins immediately and vacation may be taken after six months of employment.

The City observes12 paid holidays throughout the year.
Sick Leave / Family Sick Leave
Full-time employees accrue one day of sick leave per month. An employee may elect to use up to 5 days per year of accrued sick time for illness in his/her immediate family.
