Job Description
This is a non-merit position. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

+ The Iowa Department of Education is seeking an experienced, forward-thinking leader to serve as theBureau Chieffor School Improvement. This role is critical to advancing high-quality educational services and ensuring accountability, compliance, and continuous improvement across Iowa’s PK–12 education system. The Bureau Chief provides strategic leadership, oversight, and direction for all activities within the Bureau. This includes supervising and evaluating bureau staff, directing budget preparation, establishing funding priorities, and ensuring resources are allocated to meet program requirements and statewide needs.
Your Responsibilities:
+ Direct and coordinate all Bureau staff and activities.
+ Lead development of the Bureau’s budget, approve use of funds, and set funding priorities.
+ Oversee accreditation and accountability processes for schools, nonpublic programs, and AEAs (collaboratively with the Division of Special Education).
+ Ensure compliance with state and federal requirements related to school improvement.
+ Oversee supports for ESSA-designated Comprehensive Support & Improvement (CSI) and Targeted Support & Improvement (TSI) schools.
+ Lead statewide continuous improvement efforts, including MTSS implementation support.
+ Support site visits for ESSA comprehensive schools.
+ Supervise consultants in critical statewide areas such as competent private instruction, reorganizations, open enrollment, and charter/virtual schools.
+ Provide guidance on leveraging policy to advance educational outcomes.

Hours: 8:00 A.M. – 4:30 P.M., Monday – Friday; some nights and weekends, occasional in-state and out-of-state travel

+ Experience delivering or overseeing technical assistance, professional learning, and statewide implementation supports for educators and school systems.
+ Strong organizational, prioritization, and time-management skills consistent with a role that manages multiple statewide programs and responsibilities.
+ Exceptional written and verbal communication skills, including the ability to represent the Department in meetings, presentations, and legislative settings.
+ Skill in interpreting complex data, technical guidance, and regulatory requirements, and translating them into clear, actionable direction for schools and agencies.
+ Effective conflict-resolution, negotiation, and interpersonal skills suited for high-visibility and high-impact leadership.
+ Commitment to working collaboratively with diverse teams, districts, stakeholders, and state agency partners, grounded in respect, transparency, and shared purpose.
DESIRABLE (OR) REQUIRED QUALIFICATIONS:
+ Experience working with data systems or data analysis tools to interpret school performance data, accreditation indicators, and ESSA accountability requirements.
+ Experience providing or overseeing technical assistance and professional learning for educators, districts, or AEAs—particularly in areas related to school improvement, MTSS, accreditation, or compliance.
+ Experience interpreting, implementing, or overseeing state or federal education law or policy, including accreditation requirements, ESSA provisions, administrative rules, or school improvement expectations.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
3) All of the following (a and b):
a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
