    The Division of Administration/Office of General Counsel has a vacancy.

     

    The Office of General Counsel provides professional legal services to the various offices within the Division of Administration. OGC’s trained team of attorneys, paralegals and support personnel also collaborate with legal representatives of other agencies, particularly in service areas provided by and through DOA.

     

    The incumbent in this position represents the Division of Administration (DOA) in important and complex litigation before state and federal trial and appellate courts and before administrative tribunals. The incumbent provides legal advice on a variety of topics, including administrative appeals, contracts, general liability, medical malpractice, procurement, and worker’s compensation, to DOA, Office of Group Benefits (OGB), Office of Risk Management (ORM), Medical Review Panel office, Patient’s Compensation Fund, and all other DOA agencies as his or her expertise is required.

     

    The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

     

    + Overseeing the state’s capital construction program

    + Working to provide state and federal grants for community development

    + Development of the state budget

    + Providing technology services

    + Giving agencies guidance in the state purchasing and contracting process as they seek goods and services

    + Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

    Minimum Qualifications

    Possession of a current Louisiana license to practice law.

    Job Duties and Other Information

    Job Duties:

    + Serves as lead counsel for the Office of Group Benefits (OGB), defending the agency in complex payment, coverage, eligibility, contractual, and statutory disputes, requiring specialized expertise in litigation practices and federal/state employee health benefits laws.

    + Initiates, prepares, and prosecutes recovery actions—including general liability, medical malpractice, and workers’ compensation matters—to enforce OGB’s subrogation, reimbursement, and other plan rights.

    + Leads the Administrative Claims Committee (ACC) by preparing and presenting cases, chairing eligibility and benefits appeals, and issuing timely written decisions with supporting legal analysis.

    + Manages OGB subrogation reviews by analyzing settlements, calculating benefits, coordinating with administrators and attorneys, negotiating resolutions, and submitting recommendations to executive leadership.

    + Serves as OGC managing partner to multiple DOA agencies, providing legal research and analysis, drafting and reviewing agreements and correspondence, advising agency representatives, monitoring legal developments, and facilitating meetings on ongoing and emerging issues.

    + Supports enterprise-wide legal functions—including public records review, administrative appeals to the Commissioner, and mentoring junior attorneys—while maintaining broad familiarity with all OGC practice areas such as litigation, garnishments, contracting, rulemaking, and legislation.

    Appointment Type: This vacancy will be filled by new hire or by promotion of a current permanent status classified employee.

     

    Career Progression: This vacancy participates in a career progression group and may be filled from this recruitment as a Attorney 1, 2, 3 or 4.

    Compensation: This position has a Special Entrance Rate (SER) as follows:

    + + If filled as an Attorney 1, the SER is $2,166.40 biweekly

    + If filled as an Attorney 2, the SER is $2,318.40 biweekly

    + If filled as an Attorney 3, the SER is $2,561.60 biweekly

    + If filled as an Attorney 4, the SER is $2,740.80 biweekly

     

    This position also hasretention payof $1.00 per hour for each hour worked.
