    Taxes fund important government programs, grants, and incentives, and touch every part of our economy, from manufacturing and economic development to renewable energy and marijuana cultivation . Because taxation is a voluntary compliance system, the Office of Tax Policy plays a crucial role in making taxes more understandable and approachable for the public. This requires attention to detail, focused research, and impeccable writing skills. We are looking for a Tax Policy Advisor who can analyze and break down complex subjects into understandable language for the average person.

     

    What We do: The Office of Tax Policy is responsible for providing expert tax advice and guidance and implementing the policy decisions of the General Assembly. The office drafts administrative tax rules, guidance publications, and letter rulings. The office also aids in the development of system and form updates. In addition, the office provides advice and guidance to the public, the Department, and the General Assembly. Finally, the office influences national tax policy by liaising with organizations such as the Multistate Tax Commission and the Federation of Tax Administrators.

     

    The Office of Tax Policy is seeking a fully operational professional to be a Tax Policy Advisor on the team. A Tax Policy Advisor independently completes assignments by researching and analyzing legislation, statutes, administrative rules, court cases, and other sources of law to recommend and implement policy decisions. You don’t have to be an attorney to be successful at this position, but you must be a skillful writer who likes learning and being challenged. The Tax Policy Advisor is part of a team of policy advisors who leverage research and analytical skills, attention to detail, curiosity, discretion, creativity, and relationship building to resolve complex tax problems and questions by drafting administrative tax rules, letter rulings, and internal and external guidance.

    As a Tax Policy Advisor, you will:

    + Conduct focused research and analysis into legislation, statutes, rules, court cases, and other sources to resolve complex tax problems and questions while ensuring the answer is both compliant with the statute and congruent with the statute’s express or implied policy objectives ;

    + Determine the best way to unambiguously and accurately communicate policy solutions to internal and external stakeholders, both orally and in writing;

    + Develop and draft administrative rules, guidance publications, and taxpayer letters and rulings, in a timely manner, based on your research and analysis, with careful attention to grammar and meaning; and

    + Track work and performance in accordance with the office’s project management and performance measurement practices and maintain files and records in accordance with applicable statutes, rules, and department policies.

    MINIMUM QUALIFICATIONS:

    Experience Only: Six (6) years of relevant experience in technical, professional, or formal writing or in statutory or legislative research, with experience conveying and simplifying complicated information clearly and concisely,or

     

    Education and Experience: A combination of related education in a Liberal Arts degree such as Accounting, English, Economics, History, Philosophy, Public Policy, Policy Analysis, Political Science, Legal Studies, or Law andrelevant experience in technical, professional, or formal writing or in statutory or legislative research, with experience conveying and simplifying complicated information clearly and concisely equal to six (6) years

    Preferred Qualifications:

    The ideal candidate will possess the following skills:

    + Strong command of grammar, punctuation, and writing conventions

    + Experience and skill in research and analysis, with an emphasis on legislation, statutes, administrative rules, and other sources of law

    + Knowledge and experience with federal, state, or local laws

    + Meticulous attention to detail

    + Proven record of effectively collaborating, gathering information, and integrating feedback from various sources to produce comprehensive, well-rounded, and informative documents

    + Familiarity with taxes or tax law

    + Independently motivated

    + Proficiency in Google Suite and Microsoft Word

    + Strong critical thinking and analytical skills

    + Proven success organizing and tracking priorities and assignments.

    Conditions of Employment with the CDOR :

    Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

     

    As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations .

     

    Pursuant to the Universal Driving Standards Policy (https://osc.colorado.gov/sites/osc/files/documents/Universal%20Policy%20Driving%20Standards.pdf) , any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.

    To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who:

    + Have an assigned State fleet vehicle

    + Are required to operate a vehicle as part of the position

    + Utilize a State fleet vehicle as a pool vehicle
