Description of Job
The Taxation Division promotes voluntary compliance with all tax laws through information, education, assistance, and customer service. A Tax Examiner reviews tax returns for accuracy and completeness, ensures the tax return can be processed as filed, resolves errors, and contacts taxpayers to obtain any missing information. Furthermore, Tax Examiners can be responsible for analyzing accounting files, issuing refunds or bills, calculating penalties and interest, collecting delinquent taxes, handling taxpayer complaints, adjusting for discrepancies, and working with other taxing authorities such as the Internal Revenue Service, local municipalities, or agencies in another state.
What We Do
Excise Tax Accounting consists of three work units.
The Fuel Unit handles fuel taxes, including the Fuel Excise tax, Exempt Fuel Use Refunds, International Fuel Tax Agreement (IFTA), Aviation Fuel Sales Tax, and Passenger Mile Tax programs. This unit applies statutes, regulations, and policy to ensure compliance with fuel tax laws and tax reporting. Some programs involve high direct customer contact, while others require high analytical skills. This unit is also responsible for setting up new accounts and renewing yearly licenses for their programs.
The Excise Unit is responsible for the following programs: Cigarette, Tobacco Products, and Nicotine Products tax and licensing, Liquor taxes, Marijuana taxes, and Master Settlement Agreement (MSA). This unit is responsible for making updates to cigarette, tobacco products, nicotine products, liquor, wine shipper, and marijuana tax returns and applications, as well as MSA and PACT Act reporting required of cigarette, tobacco products, and nicotine products distributors, and the tobacco manufacturers' certification forms. We provide technical advice, expertise, and customer service to ensure the proper remittance of taxes, fees, applications, credentials, and licensing for cigarette, tobacco products, nicotine products, liquor distributors, and marijuana businesses.
The Fee Unit is responsible for administering miscellaneous fees collected by the Department, including Public Utility Administration fees, Prepaid Wireless charges, Retail Delivery Fees, Motor Vehicle Daily Rental fees, Prearranged Ride fees and Oil and Gas Production Fees. This unit processes and aggregates the information received from external sources, administers the amount of fees due, and works with stakeholders in several funds and other agencies within the State of Colorado to meet informational and funding needs. Continual analyses of accounts, returns, and statutes are conducted by the unit to assist taxpayers with voluntary compliance.
The Typical Day of a Tax Examiner I
Our customer-focused representatives become highly skilled, trained professionals after receiving on-the-job training on proper credentialing and licensing, reporting, and payment of taxes and fees for the following programs: fuel, fuel refund, IFTA, passenger mile, and aviation fuel sales tax. These employees learn many key aspects serving as Tax Examiners . Examiners review returns filed by reviewing the return directly or through review and research of other information received from outside sources. Moreover, the Tax Examiner provides the public with information regarding tax statutes, department policies, procedures, and positions on taxes administered by the department by telephone, web messages, and the issuance of letters.

+ Educate inbound callers over the phone on specific and ambiguous tax issues administered by the Department of Revenue when the callers are uncertain about Colorado statutes, policies, and procedures.
+ Analyze and understand complex issues affecting their tax accounts in a fast-paced environment while also communicating the situation clearly and effectively in a way that the caller can understand.
+ Assist callers with exceptional customer service in utilizing the Department of Revenue or related entity’s websites, tax software, or service portals to file returns, submit payments, access tax information, and perform many other activities.
+ Process license applications. Includes yearly renewal of accounts.
+ Prepare reports for use by other agencies.
+ Review returns for completeness using sources outside.
+ Learn and adapt to changes in statutes, policies and procedures on a frequent basis while being able to also facilitate the resolution of taxpayer account issues in accordance with the state statutes and policies.
+ Periodically, handle incoming and outgoing mail for the work unit and section at 2829 W Howard Place, Denver, CO.

MINIMUM QUALIFICATIONS:
Education/Licensure/Certification/Experience:
High school diploma or General Education Diploma (GED)
AND
Two (2) years of experience in bookkeeping, technical accounting, tax administration, business, economics, finance, customer service, or in an occupational field related to the work assigned to the position
Substitutions
Additional appropriate education in Accounting, Finance, or Economics will substitute for the required experience on a year-for-year basis.
Preferred Qualifications:
The preferred candidate will possess the following qualifications:
+ Experience using Google Sheets or a similar spreadsheet program
+ Ability to handle multiple projects and deadlines with effective time management skills
+ Demonstrated experience providing excellent customer service

Conditions of Employment with the CDOR :
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel are required to file all necessary Colorado Individual Income Tax (CIIT) returns and pay their tax obligations. Therefore, all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions, based on their duties, may require scheduled background investigations .

To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who:
+ Have an assigned State fleet vehicle
+ Are required to operate a vehicle as part of the position
