The UI Technology Systems Product Owners unit exists to provide production business and future system enhancements/development support for the Unemployment Insurance (UI) Division. The unit independently provides analysis on functions of intake, identification and evaluation of proposed solutions, and implementation of proposed technology tools/systems that would increase efficiency and effectiveness of the UI Division’s branches in working to meet and exceed the division’s strategic plans, objectives, and core measures. The UI Technology Systems Product Owners unit also serves as consultants to the business units on best practices and solutions to support business objectives. The UI Technology Systems Product Owners unit also provides support to other divisions within CDLE.
The UI systems supported by the unit support the entirety of the UI program, and are critical to the business operations and to meeting the UI Division’s mission to provide equitable access to services to our stakeholders. In addition, these systems are utilized by other CDLE Divisions and state agencies such as the Division of Labor Standards & Statistics, Workers Compensation, Family and Medical Leave Insurance Program (FAMLI) and the Department of Human Services. The UI Technology Systems Product Owners unit are the stewards of system data used extensively by local, state and federal partners. The UI Technology Systems Product Owners unit serves as consultant experts of all systems and data related to the administration of the UI program, and supporting partners.
The purpose of an Unemployment Insurance Tableau Developer is to strategically leverage Tableau to design, develop, and maintain data visualizations that provide insights into unemployment insurance operations, particularly concerning benefits and employer services. This role involves translating complex business requirements into clear and actionable Tableau dashboards and reports, ensuring data accuracy and optimal performance.
A key aspect of this position is the analysis of Unemployment Insurance (UI) data for benefits and employer services to understand user behavior, identify trends, and pinpoint areas for improvement in the services offered. The Developer makes decisions regarding the most effective visualization types, specific metrics to include, and data structuring within Tableau to best communicate insights to diverse stakeholders.
Furthermore, a significant duty is the comprehensive documentation of all data analysis methodologies and reporting. This includes creating detailed explanations of dashboards, data sources, calculations, and analytical processes, as well as maintaining data dictionaries and user guides. The challenge lies in keeping this documentation current amidst evolving regulations and ensuring it is accessible and understandable to both technical and non-technical audiences. Ultimately, this position aims to enhance the understanding, efficiency, and effectiveness of the unemployment insurance program through robust data visualization, analysis, and thorough documentation.

Experience Only:
Six (6) years of relevant experience in an occupation related to the work assigned to this position. Working experience to include one or more of the following; using Tableau Desktop, Server, Online, and/or Prep.

Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years.
Required Competencies:
+ Expertise in Advanced Tableau Features : Proven proficiency with advanced Tableau features, including Level of Detail (LOD) Expressions, complex calculated fields, parameters, sets, and dashboard actions.
+ Technical Skills/Technical Systems : Possess specialized knowledge and expertise required to perform specific tasks and use specific tools and programs in real world situations. Possess diverse technical and ability to implement deliverables and on-going operations. Understands the impact of technological changes in the organization.

+ Performance Optimization : Experience optimizing the performance of slow-running dashboards, workbooks, and data sources for efficiency and quick loading times.
+ Tableau Server/Cloud Management : Familiarity with publishing, security, user permissions, and basic administration tasks within a Tableau Server or Tableau Cloud environment.
+ Data Storytelling & Visualization Design : A strong portfolio demonstrating the ability to translate complex data into clear, compelling, and aesthetically pleasing visualizations that drive actionable insights for non-technical stakeholders.
+ ETL and Data Preparation Knowledge : Experience or strong conceptual knowledge of Extract, Transform, Load (ETL) processes, data cleansing, and data pipeline setup to ensure data quality and integrity before visualization.
+ Knowledge of Other BI Tools/Languages : Familiarity with other Business Intelligence (BI) tools (e.g., Power BI, Qlik) or scripting languages like Python or R for advanced analytics or data manipulation.
+ Business Acumen and Stakeholder Management : Experience working directly with business users to gather requirements, manage expectations, and effectively present data findings to align reports with organizational goals.
+ Professional Certification : A current professional certification, such as Tableau Desktop Certified Associate or Tableau Desktop Certified
+ Python/R Integration for Advanced Analytics: Practical experience integrating Tableau with scripting languages like Python (e.g., using TabPy) or R for performing advanced statistical analysis, machine learning predictions, or complex data transformations that go beyond native Tableau capabilities.
+ Data Accessibility and User Experience (UX): Demonstrated commitment to and knowledge of best practices for data accessibility (e.g., WCAG standards, color blindness considerations, keyboard navigation) to ensure dashboards are usable by the widest possible audience.
