    We are looking for hands-on TPM’s with expertise and passion in solving difficult problems in all areas of software engineering: distributed systems, identity, security, observability, and user experience.

     

    This is a greenfield opportunity to design and build new cloud centric applications from the ground up. We are growing fast, still at an early stage, and working on ambitious new initiatives. A TPM at any level can have significant technical and business impact here.     Who are we looking for?

     

    In this Principal Technical Program Management role, you will be working across a multi-functional team that understands our business and its objectives, to lead us through planning and designing technical solutions to solve the business’s problems in a very agile, fast-paced, and collaborative environment. The position relies heavily on influence rather than authority to drive projects.

     

    You will define project scopes, plan and direct schedules while focusing on regular and timely delivery of value; organize and lead project status and working meetings; prepare and distribute progress reports; handle risks and issues; correct deviations from plans; and perform delivery planning for assigned projects.

     

    You will monitor the project from initiation through delivery. Organize the interdepartmental activities ensuring completion of the project/product on schedule and within budget constraints. You will assign and monitor work of systems analysis and program staff, providing technical support and direction.

     

    You will collaborate closely with partners in program and product management to understand our customers and build the right solutions and products that makes their needs and businesses complete.

     

    You should possess exceptional problem-solving skills, strong business judgment, and notable experience collaborating in hybrid teams. You are a self-starter technical leader with a shown ability to implement both strategically and tactically, and someone who is excited to take on new projects.

     

    You have strong interpersonal skills including mentoring, coaching, collaborating, and team building. You should be customer-focused with a passion for the cloud. You will partner closely with peers, developers, and customers to create solutions, while simultaneously evolving existing capabilities.

    Role Summary:

    In this IC4 Technical Program Management role, you will drive execution across a broad portfolio of special projects, federal/regulated programs, operational efficiency initiatives, and unplanned or urgent strategic efforts that span multiple engineering pillars.

     

    You will serve as a strategic integrator and operational driver for programs that require clarity, structure, communication, and high-velocity execution. This role is ideal for someone who excels in ambiguity, can move fluidly across teams, and can support organizational leadership by enabling alignment, visibility, and predictable delivery — without being titled “Chief of Staff.”

     

    You will work closely with engineering, product, security, compliance, LCM, QE, release management, and senior leadership to ensure the organization delivers on high-priority commitments.

    Special Projects & Strategic Initiatives

    + Lead cross-functional special projects requiring rapid structure, alignment, and execution.

    + Translate executive priorities into actionable, trackable programs with clear deliverables and owners.

    + Drive complex and ambiguous initiatives from concept through completion across engineering pillars.

    Federal / Regulated Programs

    + Coordinate technical, compliance, and security work required for federal or regulated customer needs.

    + Manage federal deliverables, evidence documentation, and audit or certification readiness.

    + Partner with Legal, Compliance, Security, and Engineering to align with regulatory expectations.

    Operational Efficiency & Organizational Effectiveness

    + Identify and resolve operational bottlenecks across engineering, planning, release, and security workflows.

    + Develop scalable processes, tools, templates, and reporting that improve execution predictability.

    + Build and maintain dashboards and operational insights for leadership decision-making.

    Ad-Hoc, Urgent, and Crisis Program Leadership

    + Act as rapid-response TPM for urgent issues, escalations, and unplanned executive priorities.

    + Stand up cross-team war rooms, define mitigation paths, and drive high-urgency resolutions.

    + Deliver crisp, timely updates to leadership during high-pressure situations.

    Leadership Alignment & Organizational Coordination

    + Partner with senior leaders to ensure clarity, alignment, and follow-through on organizational priorities.

    + Own operating rhythms, meeting structures, agenda planning, and accountability tracking.

    + Synthesize complex information into decision-ready summaries, insights, and executive briefs.

    + Ensure commitments are tracked, risks surfaced, and teams are delivering against expectations.

    Core TPM Responsibilities

    + Excellent oral and written communications skills and experience interacting with both business and Development/Engineering staff at all levels including the executive level.

    + Solid analytical, planning, and interpersonal skills with an ability to handle competing demands.

    + Strong knowledge and understanding of business need with the ability to establish/maintain high level of customer trust and confidence.

    + Strong experience of software development process models as well as expert knowledge of both Agile and traditional project management principles and practices and the ability to blend them together in the right proportions to fit a project and business environment.

    + Strong skills to evaluate product performance metrics, as well as diagnose and resolve issues.

    + Experience with technical design discussions and ability to summarize complex trade-offs and options in presentation and technical documentation.

    + Ability to effectively represent engineering perspectives to partner organizations, product teams, and executive leadership.

    + Ability to work across and engage individuals and teams located across multiple geographies and or cultures.

    + Work as a lead contributor individually, and as a team member, providing direction and mentoring to others as needed/requested.

    + Drive other obligations management duties, as needed.

    Responsibilities

    Minimum Qualifications:

    + Bachelor's degree in computer sciences, software engineering, technology management, business management, or similar.

    + 8+ years of experience as hands-on technical project / program manager; preferably in a related industry.

    + Advanced knowledge of the full life cycle of product development and experience launching and operating customer-facing cloud services.

    Preferred Qualifications:

    + 8+ years of project management, product design or related experience.

    + Master’s degree in Computer Science, Business Administration or equivalent work experience

    + Thorough understanding of public cloud infrastructure services, such as Compute, Storage, Identity and Networking.

    + Experience in the healthcare industry and / or electronic medical records systems.

    + Demonstrated knowledge of OCI or AWS, Azure, Google IaaS, SaaS and PaaS services.

    Range and benefit information provided in this posting are specific to the stated locations only

    US: Hiring Range in USD from: $78,000 to $158,200 per annum. May be eligible for bonus and equity.

     

    Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle’s differing products, industries and lines of business.

     

    Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
