Responsibilities You will drive data-informed decision making and digital transformation across NAVWAR through data science, predictive analytics, cradle-to-grave transformation, and automation in all aspects of NAVWAR and Navy business. You will direct the planning, development, and execution of enterprise digital initiatives, including governance, configuration management, and solution promotion, to advance organizational digital transformation goals. You will develop and communicates digital strategies, business cases, and resource plans to optimize technology investments, reduce costs, and drive enterprise modernization. You will establish governance boards, streamline processes, and define technical and functional baselines to support scalable digital solutions and data-driven decision making. You will manage diverse technical, financial, and business teams; balance scope, cost, and schedule; and ensure compliance with acquisition strategies and governance. You will conduct market research, author trade studies, prepare RFPs, and lead source selections for enterprise IT solutions You will oversee knowledge management – the integration of people and processes, enabled by technology, to facilitate the exchange of operationally relevant information and expertise to increase organizational performance. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band DP-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Responsible for Drive Data-Informed Decision Making and Digital Transformation across NAVWAR through data science, predictive analytics, cradle to grave transformation, and automation in all aspects of NAVWAR and Navy business. In addition to the above listed qualifications, your experience must also reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense. This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978. The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4. This position is eligible for ad-hoc/situational telework at the discretion of management. DP-04 Control Point; SAN DIEGO, CA; SALARY STATEMENT: If selected, your salary will be set according to the established control points of this position which is $142,254 - $184,929 (Base $106,382 - $138,296 plus 33.94% locality adjustment). The salary range shown above represents all of the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position (DP-04, Control Point), the total adjusted salary may be capped equivalent to GS-14 Step 10 (currently $184,929 Adjusted Pay). This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
