    Duties Description Responsible for the direct supervision of hearing SALJ's as well as operations of UIAB offices. Specific duties include the following: • Communicate regularly with the Board Chair and Board Members.• Confer frequently with UIAB executives concerning organizational strategy to achieve consistent customer service, adherence to established U.S. Department of Labor (USDOL) and UIAB standards, and to identify any needs or improvements to the UIAB’s policies and procedures.• Liaise with the Attorney General’s Office on matters related to UI appeals to court. • Report to the Chief Administrative Law Judge and work in cooperation with the other Principal UI Referees and ensure that the UIAB properly serves its customers.• Maintain high degree of knowledge of unemployment insurance law, UI Appeal Board rules and decisions, relevant court orders and/or stipulations, federal quality review standards, and UIAB Appeal Board policies and procedures. • Supervise Senior Unemployment Insurance referees (Sr. UI Referees) assigned to the Higher Authority. • Monitor the performance of the UI Referees and Sr. UI Referees at the Higher Authority. Identify issues and consult with the Chief ALJ on proposed solutions and actions to be taken to address production and performance.• Review relevant reports and data on performance and inventory. Lead Sr. UI Referees in assessing the analytical skill level of their team.• Ensure Sr. UI Referees address deficiencies of their teams and promote a high level of skill in conducting hearings and appeals and writing decisions.• Recommend procedural and quality assurance changes to the hearing and appeal process and implement those changes as necessary.

     

    Minimum Qualifications Non-Competitive: admission to the New York State bar and either: five years of experience in the general practice of law, of which one year of this experience must have been supervising attorneys engaged in the trial of issues in courts of record or adversary proceedings before or within a quasi-judicial agency or five years of experience in the general practice of law, two of which must have been in the conduct or preparation and trial of adversary proceedings before or within a public tribunal; or an equivalent combination of the foregoing experience and training.Preferred Qualifications: • Ability to initiate and maintain relationships across a diverse set of stakeholders• Must be a team player and able to work collaboratively with and through others• Excellent interpersonal, presentation, and public speaking skills, both practiced and impromptu• A solid understanding of how people and organizations embrace the ideology of change and navigate the change process• Ability to clearly articulate messages to a variety of audiences• Ability to influence others and move toward a common vision or shift change• Resilient and tenacious with a propensity to persevere• Forward-looking with a holistic approach• Ability to work effectively at all levels in an organization
