    State Job Summary: Directs the accounting and financial operations of an agency/office/unit. Recommends and implements accounting policies and procedures in accordance with government regulations. Manages subordinate supervisors and staff.

    Job Responsibilities:

    Under the supervision of the Fiscal Services Manager, performs work of considerable difficulty in the administration and management of federal, state, and local funds for Aviation, Rail/State Safety Oversight, Transit, Waterways, and Administrative Programs within the Intermodal Division of the Georgia Department of Transportation (GDOT). The Assistant Fiscal Services Manager will assist with the preparation and management of the budget in the Intermodal Division involving multiple federal agencies and multiple state funding sources. Assist with identifying and managing the funding needed for each of Intermodal’s program areas. Assist with managing the fiscal activities of each program, including federal apportionments, grant awards, grant balances, bond approvals, project funding, contract execution, encumbrances, project and program expenses, and fiscal year-end forecasting. Assist with managing the Transit Trust Fund Program (TTFP) including project funding, contracts, compliance, and expense tracking.

    STATE ENTRY QUALIFICATIONS:

    • Bachelor's degree in accounting AND five (5) years of professional accounting job -related experience, which includes three (3) years in a managerial or supervisory role.

    • OR One year of experience at the lower level Mgr 2, Accounting (FIM011) or equivalent position.

    AGENCY SPECIFIC QUALIFICATIONS:

    • Demonstrated experience assisting with the budgetary functions of a Division or Office, and experience with the preparation and management of annual and amended fiscal year budgets.

    • Demonstrated experience with financial reporting.

    • Demonstrated experience reviewing and confirming funding for contracts.

    • Demonstrated experience assisting with the development and/or maintenance of Standard Operating Procedures (SOPs) for the budgetary activities and requirements of a Division or Office.

    • Demonstrated experience managing government assets and asset inventories.

    • Demonstrated experience expressing ideas and facts to groups or individuals effectively.

    • Demonstrated ability to express Department's position mathematically in self-created Excel spreadsheets.

    • Experience making sound and well-informed decisions.

    • Experience identifying and analyzing problems.

    • Experience organizing work, setting priorities and determining objectives and strategies to achieve them.

    • Experience seeing detail in words, numbers and plans quickly and accurately.

    PREFERRED QUALIFICATIONS:

    • 3-5 years experience assisting with the budgetary functions of a Division or Office, including experience with the preparation and management of annual and amended fiscal year budgets.

    • 3-5 years experience reviewing and confirming funding for contracts.

    • 3-5 years experience preparing and/or submitting Federal Financial Reports (FFRs) and federal expense reimbursement requests.

    • 3-5 years experience with financial reporting.

    • 3-5 years experience with the preparation and management of annual and amended fiscal year budgets.

    • 3-5 years experience with the management and preparation of information for state and federal audits.

    • 3-5 years experience managing government assets and asset inventories.

    • 3-5 years experience with the development and maintenance of Standard Operating Procedures (SOPs) for the activities of the Fiscal Services Program.

    • Demonstrated knowledge of the BlackCat Grants Management software.

    • Experience managing programs similar to the Transit Trust Fund Program (TTFP).

    Interview & Selection Process:

    The interview is one part of the overall selection process and is not the only factor considered. The final selection will also be based on the applicant’s work history, employee status in PeopleSoft, performance reviews, disciplinary record, background checks, employment references, and, where applicable, demonstrated leadership skills.

    Good Employment Standing:

    In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Disqualifying actions include active letters of reprimand, suspensions without pay, disciplinary demotions, Performance Improvement Plans (PIP), or Leave Restriction Plans. Applicants must also have a minimum performance rating of three (3) or higher on their most recent e-Performance evaluation.

    Position Status:

    This is an unclassified position. The selected candidate will be subject to a reference check and criminal background check, where applicable.

    Compensation:

    Upon promotion, the selected candidate will receive 10% or the GDOT job-specific minimum salary, whichever is greater.
