    Summary The primary purpose of this position is to serve as a Logistics Management Specialist and functional expert for the Logistical Automation Program within the Logistics Systems Integration Branch (LSI), supporting logistics operations, mobility, and planning requirements and capabilities. Responsibilities Represents United States Central Command, Logistics Directorate (USCENTCOM CCJ4) and works with other USCENTCOM Staff Directorates, External Agencies and partners in coordinating, collaborating, and managing new and current logistics automation tools and common operating pictures. Serves as logistics analyst and technical expert for logistics system requirements and operational capabilities. Recommends and formulates logistics systems policies and procedures for developing operations plans that support contingency operations and exercises in the AOR and other countries of interest to USCENTCOM. Identifies specific requirements for manpower, facilities, supplies, and services to ensure support for automated systems in support of the CENTCOM staff operations. Acts as the focal point for CCJ4 Automated Information Systems. Establishes, administers, and coordinates USCENTCOM-directed computer security requirements, computer/component availability, and the implementation of policies and procedures. Prepares logistics systems programming documentation related to USCENTCOM funding programs, coordinates the programming of automation resources with functional managers, and assesses programs against current operations and emerging requirements to ensure balanced outcomes. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include comprehensive knowledge of a wide range of administrative laws, policies, regulations, and precedents applicable to the development and program administration of critical logistics systems integration programs. This includes knowledge of Department of Defense (DoD) and United States Central Command (USCENTCOM) program goals and objectives, the sequence and timing of key program events and milestones (e.g., MSS & ADVANA), and methods for evaluating the effectiveness of program accomplishments. At this level, the role also requires knowledge of the theory and principles of management and organization, including practices and procedures common to DoD logistics organizations, as well as those specific to USCENTCOM's areas of responsibility. This includes knowledge of channels of communication, delegation of authority, and integrated automation systems. The position demands comprehensive knowledge of analytical (qualitative and/or quantitative) evaluation methods, along with a thorough understanding of how to apply these methods to develop viable logistics analyses, estimates, and plans for the variety of operations within USCENTCOM. Knowledge of recent trends in civilian logistics management procedures and the ability to apply them to the DoD/military planning and operations environment is essential. As well as knowledge of DoD, Joint Staff, and Service organizations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of logistics management principles, methods, and processes across supply, maintenance, transportation, distribution, and sustainment operations, including Continental United States (CONUS), Outside Continental United States (OCONUS), and theater-level deployment, redeployment, and reconstitution. Knowledge of joint planning processes (deliberate, crisis action, and joint task force operations) and the ability to integrate logistics systems requirements into Operations Plans (OPLANs), Contingency Plans (CONPLANs), and exercise operations. Knowledge of automated data processing (ADP) and automated information systems (AIS) used in Department of Defense (DoD), Joint, and Service logistics operations, including their application to planning, execution, and system integration. Skill in applying qualitative and quantitative analytical methods to evaluate logistics data, develop courses of action, assess feasibility, and recommend improvements to logistics systems and operations. Ability to communicate effectively, both orally and in writing, and to coordinate with senior leaders, counterparts, and stakeholders across Joint, Service, interagency, and multinational organizations. Ability to operate independently in developing and implementing logistics automation solutions, including defining requirements, assessing resources, and ensuring interoperability and security of logistics systems in support of mission objectives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
