The primary purpose of this position is: Track, analyze, and present information to help senior leadership assess the health of the unit's weapon systems and equipment. Responsibilities Analyzes and assesses unit and weapon system performance. Develops planning data and inputs in coordination with wing plans offices of primary responsibilities. Manages the Maintenance Information Systems (MIS) to include G081 and Core Automated Maintenance System (CAMS) which provide the main source of information used by analysts to assess unit's performance and capability. Conducts analysis of workload requirements. Performs research of available data to select information appropriate to the task, taking care to verify accuracy and completeness. Functions as the wing analysis training manager, responsible for ensuring a sound upgrade and on-the-job training program exists, is utilized, and is current. Participates in analytical discussions/meetings; serves on panels and committees; and presents briefings. Provides staff support in the areas of personnel management and organizational manning. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Logistics Management Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes a wide range of knowledge-based skills geared to the investigation of problem areas based on data examination. Employee must possess/utilize the necessary skills required to gather, compile, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends. Experience in compiling presentations, reports, studies/analysis, and briefings as requested or deemed appropriate is a must. Excellent communication skills both orally and in writing are routinely used to present Maintenance Group leaders with completed studies focusing on the cause and effect of problem areas, to include recommendations for course(s) of action as appropriate. Must be extremely skilled in working with basic mathematical principles such as addition, subtraction, multiplication, division, averages, and percentages. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the functions, responsibilities, and assigned equipment of the wing's maintenance organizations including equipment subsystems, components, and associated inspection, repair, modification, and supply process as well as knowledge of maintenance organizational workload requirements and procedures. 2. Knowledge of statistical and analytical techniques sufficient to correlate and analyze a variety of routine maintenance data, technical manuals, and directives to determine applicability. 3. Knowledge of personnel and manpower procedures and practices to include manpower standard development and requirements processes. 4. Ability to devise organizational structuring options for organizations of a limited scope. 5. Knowledge of labor standards, controls, and reporting procedures to include the processes involved in the distribution of personnel to obtain a balance in workload. 6. Skill in gathering, compiling, and analyzing facts, drawing conclusions, devising solutions to problems, and identifying changes and trends. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
